Exact standards may not be known until a specific development site plan is <br />presented to the MPCA. <br />• A district stormwater system for the vast majority of the site will be provided in the <br />natural resources corridor. Additional stormwater ponds will need to be constructed <br />on private land when development occurs. <br />• Shallow groundwater exists in portions of the site and may require remedial action <br />plans and construction contingency plans during construction <br />• Land to the east of RCC (Arden Hills Army Training Site – AHATS) is owned by the <br />federal government and operated by the Minnesota National Guard (MNG). Portions <br />of MNG land have been used for low intensity training adjacent to residential <br />neighborhoods for many decades. <br />Current Development and Planning Status <br />The County and City have planned and prepared for redevelopment for over a decade. <br />Significant public and private accomplishments have already occurred in and around the <br />site: <br />• The County currently owns the 372 acres of the site known as the California Parcel <br />and is finalizing plans to construct a new county road that will serve as the main <br />arterial for the site. <br />• The City last updated the TCAAP Redevelopment Code in April 2024. Its overall <br />vision has remained consistent since it was first drafted. It allows for a maximum of <br />1,960 units of housing on the site. As part of this approval, there is a requirement <br />that at least 20% of the units will be affordable at 60% area median income or <br />below. <br />• The Alternative Urban Areawide Review (AUAR) was updated by the City in 2024. It <br />outlines environmental impacts and mitigation strategies for development of <br />between 1,500-2,500 units of housing and 2.2-2.5 million square feet of <br />commercial/retail uses at Rice Creek Commons. <br />• Design plans for the new county road, Rice Creek Blvd. are nearing completion. <br />Construction of the county roadway and associated public utilities, trails, and <br />stormwater management infrastructure could commence as soon as mid-2026. <br />• In fall 2025, the JDA plans to submit RCC for pre-certification at the Platinum level <br />under LEED for Communities, with full certification planned for 2026.
