Parks, Trails & Recreation Committee – July 15, 2025 Page 5 <br /> <br />Committee Member Olson asked if there have been targeted engagement at Bethel, Johanna <br />Shores or other areas where many people live. She asked if there are flyers being hung on <br />community bulletin boards. <br /> <br />Parks and Recreation Manager Skalicky said she has not done that, but she can look into it. <br /> <br />Committee Member Olson said they were brainstorming for the community picnic and they <br />didn’t find many bulletin boards in Arden Hills. She thought larger housing communities may have <br />a bulletin board. <br /> <br />Casey Byers said we could move some of the signs to those areas. <br /> <br />Parks and Recreation Manager Skalicky said there are 25 yard signs and 25 trail stamps. She <br />spread them throughout the City but they can still be relocated. <br /> <br />Committee Member Hilding wondered if the document will be a revamped version of a similarly <br />sized City’s plan or will the plan be built from scratch? <br /> <br />Casey Byers said the process is similar in all Cities. The data-sources they pull from are current. <br />The sequence of events is similar. But this will start from scratch. There are no preconceived <br />notions going into this process. Some communities focus on playgrounds for the first ten years. <br />Some communities have great playgrounds and will focus on bigger destination attractions like <br />splash pads and ice rinks. <br /> <br />Committee Member Hilding asked if there are generic recommendations that will apply no <br />matter what the survey results are? <br /> <br />Casey Byers said there are certainly best practices. We ground ourselves in reality where the final <br />plan has an attainable implementation strategy. This plan will outline the next ten years of projects. <br />The implementation will be based on park conditions, cost estimating and phasing that makes <br />sense for Arden Hills. <br /> <br />Parks and Recreation Manager Skalicky read the one-sentence-vision that is on the survey. It <br />says “During this process we will inventory all park amenities such as trails, playgrounds, benches <br />and sports fields, assess the condition of each and create a plan for maintaining and upgrading <br />these amenities over the next twenty years.” She said it’s not starting from scratch. We are taking <br />what we already have and using the plan to guide us on when replacements, improvements and <br />new amenities should be anticipated and planned for. <br /> <br />Committee Member Julius wants to understand what the final product will look like. She hoped <br />Casey Byers could provide a sample. She asked if it will be a park by park recommendation, and <br />total park system recommendation and prioritization. <br /> <br />Casey Byers confirmed. There will be a step during this process where we will discuss setting <br />priorities. They will take the information gathered regarding resident input and inventory and work <br />with the Steering Committee to help prioritize those items. Some of them will be based on current <br />life cycle and condition of the equipment. If the community identifies certain amenities are <br />important, those will have higher priority. <br />
