Add Thrift Store, Class II as a Conditional Use under the B-2 General Business and <br />B-3 Service Business Zoning Districts. <br /> <br />Staff has drafted updates to the Land Use Chart based on the City Council’s direction to allow for <br />a lower intensity thrift store use as a permitted use in the B-2, B-3, B-4 and I-FLEX Zoning <br />Districts. These updates also include amending the Land Use Chart to add a Class II thrift store as <br />a Conditional Use in the B-2 and B-3 Zoning Districts, in addition to the B-4 and I-FLEX Zoning <br />Districts where a thrift store use is already a conditional use. The Planning Commission is asked <br />to review and discuss both the inclusion of a Class I thrift store use as a permitted use in the <br />applicable zoning districts and the addition of a Class II thrift store use as a conditional use in the <br />B-2 and B-3 Zoning Districts. Reorganize Subdivision 1 Development Standards to establish the requirements <br />and criteria for all thrift store uses, criteria for Thrift Store, Class I as a permitted <br />use, and criteria for Thrift Store, Class II as a conditional use. <br /> <br />Staff has prepared language for Section 1325.046 to rename the section to align with the land use <br />chart update to allow a Class I thrift store as a permitted use in the B-2, B-3, B-4, and I-FLEX <br />Zoning Districts. The drafted language also reorganizes this section to specify criteria that is <br />required of all thrift store uses, followed by additional new criteria that are specific to Class I and <br />Class II thrift store uses. <br /> <br />Conditions A through C for all thrift store uses are existing standards in Section 1325.046 and <br />already are applicable to a thrift store use. Criterion D has been added to the draft language as it <br />aligns with the existing thrift store use criteria and reflects the standards in Section 1325.02
