Page 1 of 14 <br /> <br />PC Agenda Item – 3A <br /> MEMORANDUM <br /> <br />DATE: September 3, 2025 <br /> <br />TO: Planning Commission Chair and Commissioners <br /> <br />FROM: Elena Fransen, AICP, Senior Planner <br /> <br />SUBJECT: Planning Case #25-008 – No Public Hearing Required <br /> Applicant: Tan Nguyen <br /> Property Location: 1622 Lake Johanna Blvd and 1624 Lake Johanna Blvd <br /> Request: Variance and Lot Consolidation <br /> <br />Requested Action <br /> <br />Tan Nguyen (“The Applicant”) has requested a Lot Consolidation and Variances from the lot area, <br />lot depth, building area elevation, front yard setback, rear yard setback, Shore impact zone, <br />structure coverage, impervious surface coverage and floor area ratio requirements for future <br />demolition and redevelopment of a single-family residential dwelling on the property located at <br />1622 Lake Johanna Blvd and 1624 Lake Johanna Blvd (“Subject Property”). The request would <br />include the combination of the two residential parcels which are under the same ownership. To <br />construct the proposal, the Applicant is seeking a lot consolidation and the nine variances based <br />on applicable zoning code definitions and minimum lot standards. <br /> <br />1) Lot Area: The R-1 Zoning District minimum lot area shall be 14,000 square feet. The <br />Applicant is requesting a variance to decrease the required lot area to allow 8,372 square <br />feet following the proposed lot consolidation. The existing lot area of the parcel with the <br />existing single-family dwelling is 4,415 square feet. <br />2) Lot Depth: The R-1 Zoning District minimum lot depth shall be 85 feet. The Applicant is <br />requesting a variance to decrease the required lot area to allow 49 feet. There are no <br />proposed changes to lot depth and the existing lot depth of the parcel with the existing <br />single-family dwelling is 49 feet. <br />3) Building Area Elevation: The Subdivision ordinance requires all building areas are a <br />minimum of two (2) feet above the 100-year flood elevation. For Lake Johanna, the 100- <br />year floodplain elevation is 881 feet. The Applicant is requesting a variance to decrease the <br />required building area elevation to allow for a building area elevation of 881 feet. <br />4) Front Yard Setback: The R-1 Zoning District and Shoreland District minimum front yard <br />setback shall be 40 feet. The Applicant is requesting a variance to decrease the required <br />front yard setback to allow .3 feet from the property line. The existing single-family <br />dwelling encroaches .4 feet into the Right-of-Way. <br />5) Rear Yard Setback: The R-1 Zoning District minimum rear yard setback shall be 30 feet <br />and the Shoreland District structure minimum setback from Ordinary High Water Level is
