Joint Development Authority <br />Closed Meeting <br />Wednesday, July 2, 2025 <br />Arden Hills City Hall <br />(upstairs conference room) <br />Minutes <br />5:30 pm <br />Roll Call <br />Joint Development Authority: Chair Jon Wicklund, Commissioner Tara Jebens-Singh, <br />Commissioner Kurt Weber, Commissioner Mary Jo McGuire, Commissioner Tena Monson <br />Also present: Jessica Jagoe (Arden Hills); Ella Mitchell (Ramsey County), Rachel Tierney <br />(Kennedy & Graven); Jenny Boulton (Kutak Rock), Kristine Nogosek (Ramsey County), Kori Land <br />(Levander), James Thomson (Kennedy & Graven), Michelle Weinberg (Kennedy & Graven) <br />Roll call taken. <br />The TCAAP Joint Development Authority Board of Commissioners (JDA) held a special JDA <br />meeting pursuant to Minnesota Statutes, Section 13D.04, subdivision 2, on Wednesday, July 2, <br />2025, commencing at 5:30 p.m., at Arden Hills City Hall. <br />Closed Meeting <br />Motion by Commissioner Weber seconded by Commissioner McGuire to go into closed session <br />McGuire to go into closed session pursuant to Minnesota Statutes, section 13D.05, subdivision <br />3(b) regarding pending litigation in Alatus Arden Hills LLC vs TCAAP Joint Development <br />Authority. Motion carried at 5:30pm. <br />Discussion of litigation. <br />Motion by Commissioner McGuire seconded by Commissioner Weber to reopen the meeting. <br />Motion carried at 6:45pm. <br />Adjournment <br />Motion by Commissioner McGuire to adjourn seconded by Commissioner Monson.
