AGENDA ITEM - 3B <br />►mHKUi <br />Planning I Landscape Architecture I Urban Design <br />CITY COUNCIL SUMMARY MEMO <br />TO: Arden Hills City Council <br />FROM: Rita Trapp, Consulting Planner <br />DATE: October 8, 2025 <br />SUBJECT: Zoning and Subdivision Ordinance Update Check -In <br />OVERVIEW <br />HKGi continues to work with Staff on updates to the zoning and subdivision ordinances. In the drafting <br />process, three areas for clarification have been identified for City Council consideration: <br />• Housing Types <br />• Use Specific Standards <br />• Development Standards <br />HOUSING TYPES <br />The need and desire to expand access to housing has been identified as an area for consideration in <br />the update process. To address this issue, it is recommended that the number of housing types <br />included in the code be increased. These additional housing types will show the City's interest in seeing <br />a variety of housing types being built; allow for nuances for where the additional uses are allowed; and <br />allow the City to craft use specific standards, if needed, to address concerns for specific housing types. <br />To ensure that the code reflects community direction, additional discussion about housing types is <br />requested, including confirmation that the housing types proposed are appropriate and allowed in the <br />appropriate districts. Clarification is also sought about whether there are any concerns that should be <br />addressed through use specific standards. Specific discussion is requested about the distinction <br />between small and large scale multi -unit dwellings. The attached table provides additional information <br />about housing types beyond single-family residential, as well as example use specific standards for <br />cottage courtyard.
