AGENDA ITEM - 3A <br />'!Tt <br />-AII��EN_ HILLS <br />MEMORANDUM <br />DATE: October 13, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Lake Johanna Fire Department Strategic Plan <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Council should discuss and provide feedback to the appointed Lake Johanna Board of Directors <br />Representative on identified strategies of the Lake Johanna Fire Department Strategic Plan for <br />purposes of future budgeting and implementation. <br />Background <br />The Lake Johanna Fire Department (LJFD) provides public fire and medical emergency response <br />services to the Cities of Arden Hills, North Oaks, and Shoreview. In 2024, the LJFD began <br />developing a strategic plan that was intended to outline the structure of the department as well as <br />identify goals and challenges that the department is facing with increased services calls, staffing <br />and recruitment, and other demands on the fire department. This document would be a tool for <br />conversations with the communities on long ranging planning for operational and <br />budgetary/funding needs to ensure these critical services are maintained in a high quality manner <br />into the future. <br />The following are the goals and challenges identified in the strategic plan: <br />• Goal: Ensure effective emergency response to fire and medical emergencies in our <br />contract cities <br />o Challenge: Difficulty in filling vacant shifts for staffing at all three stations <br />• Goal: Adapt to the challenges of a growing organization <br />o Challenge: Administrative needs are outpacing our current capacity <br />• Goal: Deliver quality community risk reduction and emergency preparedness <br />o Challenge: Providing inspections, plan reviews, and pre -fire planning to our <br />growing cities <br />• Goal: Identify and implement changes for operational improvement <br />o Challenge: Provide quality emergency medical services to the community <br />Page 1 of 2 <br />
