ARDEN HILLS CITY COUNCIL — SEPTEMBER 22, 2025 10 <br />Mayor Grant commented he appreciated the amendment motion, noting staff would be directed <br />to come up with the wording to address loud birds. <br />Councilmember Monson explained she would defer to staff on this but noted she could <br />withdraw her amendment. <br />Councilmember Holden stated she supported the proposed language being placed in the chicken <br />keeping ordinance. <br />City Attorney Bjerkness reported this topic may be addressed in the nuisance portion of the <br />ordinance noting licensees cannot have a nuisance condition on the property. <br />Councilmember Monson indicated she appreciated the fact her concern would be addressed <br />under the nuisance portion of code and she withdrew her amendment. <br />Mayor Grant withdrew his second. <br />AMENDMENT: Mavor Grant moved and Councilmember Weber seconded a motion to <br />amend the ordinance to allow for the keeping of six chickens. <br />The amendment carried (4-0). <br />Councilmember Monson stated her only other concern with the ordinance had to do with the <br />setbacks. <br />Councilmember Weber indicated he would be willing to amend the setback language versus <br />requiring the 25-foot setback. <br />AMENDMENT: Councilmember Monson moved and Councilmember Holden seconded <br />a motion to amend the ordinance setback language to reflect the coop <br />must be closer to the licensee's home than the neighbor's structure. <br />City Administrator Jagoe reported this topic was addressed in Subdivision 1325.07 Subdivision <br />6(a). She asked if the Council was asking staff to go back to the original language. <br />Mayor Grant explained this was the proposed amendment motion. <br />The amendment carried (4-0). <br />Councilmember Holden indicated she was still concerned about the placement of chicken waste <br />in a compost pile. <br />Councilmember Weber reported compost piles already smell bad and he was uncertain how <br />chicken waste would impact this situation. <br />Mayor Grant stated he was of the opinion chicken waste smelled worse than a compost pile. <br />
