5.2. Discuss garden maintenance for the garden bed within Cummings Park and <br />rain garden on Nursery Hill. Lucas Miller. <br />5.2.1. There is no plan in place to maintain the Art Larson Memorial Garden and <br />the Nursery Hill rain garden needs weed removal. Andrew is going to <br />investigate the Memorial Garden. Joel will look into the rain garden. <br />5.3. Discuss pump proposal and Geocell information for the Cummings Park <br />retaining wall as part of the 2026 PMP project. Brad Fisher (Consultant <br />from Bolton and Menk. Audio call so this was done at the beginning of the <br />meeting). <br />5.3.1. Various options were presented and discussed that had been presented to <br />the City Council. The retaining wall will be replaced with a slope <br />stabilization product called Geocell. The pump system improvements <br />considered are options 1, 2, 3 and described in the presentation document. <br />• Option 1 was essentially the existing system with a logging device. Cost <br />estimate $14,000. <br />• Option 2 would include a new culvert that would have the pump system <br />placed inside as well as have a remote monitor included. Public works <br />would still need to come out to turn on the pump, but they would be able <br />to monitor the level remotely. Cost estimate $112,000. <br />• Option 3 would be for a full lift station type design that would be just like <br />the other existing lift stations in the city. This would be significantly more <br />expensive. Rice Creek Watershed indicated some interest in possibly <br />providing financial assistance. Cost estimate $500,000+ <br />The Board recommended Option 2. It would allow for future improvements <br />but keeps the cost in check. The city recommended against the silt removal <br />part of the improvement. <br />5.3.2. The DNR is onboard with changing the criteria for pump on/off but the <br />change needs to be requested by City Council. The city is waiting to get this <br />changed after the new improvements in 2026. <br />5.4. 2025 Purple loosestrife assessment <br />5.4.1. August is the best time to identify any Purple Loosestrife. Joel, Kent and <br />Renee will look together later in the summer and get approval from the DNR <br />to cut/treat plants in the water.
