<br /> . <br /> . <br /> Minutes of Special Joint Council Meeting <br /> Village of Arden Hills/Shoreview <br /> December 27, 1986 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 9:05 a.m. by Acting Mayor Dale Hicks. <br /> Roll Call <br /> Present: Acting Mayor Dale Hicks, Nancy Hansen. Tom Sather, Gary Peck <br /> Shoreview Mayor Dick Wedell, Bob Weyandt, Dave McGraw, Tom <br /> Wegleitner, Dick Sundberg <br /> Also Present: Mike Black, Shoreview, Pat Morrison, Arden Hills <br /> Fire Chief Dan Winkel <br /> -- Deputy Chief Dave Christiansen <br /> Buildin~ Site for Fourth Station <br /> Three sites were discussed as possible locations for this station; <br /> Colestock site, on Lexington Ave. in Arden Hills <br /> Schoonover property, on County Road E in Shoreview <br /> Ramsey County Island Lake Park, County Road E and Victoria, in Shoreview <br /> In discussing the Schoonover site, Wedell stated that: <br /> 1. The parcel would be split, with the fire station located on the westerly <br /> 200 square feet, being 8 acres, at $60,000; <br /> 2. Soil samples indicated best placement for station would be at front <br /> portion, at a cost of between $130,000 - $140,000 for soil correction; <br /> 3. Utilities cost would be $60.000; <br /> 4. Approval would be needed from Corp of Engineers, DNR and RCWD. <br /> Hicks and Hansen questioned response time to Arden Hills with Island Lake site, <br /> possible delayed response time due to train schedules; as it would involve a <br /> land swap, if Arden Hills would be expected to pay any land costs or just <br /> portion of construction costs: and, possible neighborhood objections. Wedell <br /> advised that: <br /> 1. Island Lake site land is not a big issue with Shoreview: Shoreview Council <br /> member suggested $1.00 Arden Hills' share; <br /> 2. He had discussed special legislation with affected legislators: that it was <br /> consensus legislation would pass, with exception of Bennett; <br /> 3. Sewer would have to be brought in; water is already available; <br /> 4. He was aware of only one possible neighbor's concern. <br /> Morrison discussed Colestock site, and advised: <br /> 1. The full 2-1/2 acre parcel would cost $2.95 per foot, or $322,000: <br /> 2. The back, portion of lot (plus 45 foot flag for access) of 1.2 acres would <br /> cost $2.20 per foot, or $115.225.00. <br /> 3. The owner would sell back parcel of 1.2 acres (and possibly up to 1.5 <br /> acres) with contingency that Arden Hills' Council rezone front portion of <br /> site to B-2; and <br /> 4. There were no apparent soil proplems, judging from 1978 soil borings, with <br /> possible minimum soil problems in front part of 45 foot flag. <br /> Shoreview representative advised that Ramsey County is considering purchase of <br /> the site north of County Road E, east of Lexington, and north of Soo Line <br /> Railroad for a County service center. <br /> Concern was again expressed about the response time from Island Lake site to <br /> . Arden Hills. Asked about recruitment of firefighters from this location, <br /> Winkel stated that it may be a problem because of proximity of apartments; <br /> established residential area would be preferred. <br /> Hicks asked how solid the $140,000 soil correction costs were; Wedell stated <br /> they could possibly be reduced by $20,000. Hicks stated he preferred Colestock <br /> site over Island Lake; did not think Colestock site should be eliminated; <br /> suggested Arden Hills make an offer and give them a week to respond. Winkel <br /> advised he thought the Colestock site would be satisfactory, even with the long <br /> drive. <br /> Shoreview Council member suggested an option to buy, with contingencies, be <br /> submitted on the Schoonover site, and simultaneously, proposed legislation on <br /> the Island Lake site be submitted. Black (Shoreview) advised that if the <br /> Schoonover site is not chosen, about 10% costs would be payable with option. <br /> Winkel advised he would prefer Schoonover site over Island Lake site. <br />
