<br /> . <br /> Minutes of the Regular Council Meeting, December 29, 1986 <br /> Page 3 <br /> REPORT OF PUBLIC WORKS SUPERVISOR ROBERT RADDATZ <br /> Approval of Rental CharRes for VillaRe Equipment <br /> Council was referred to Raddatz's memorandum (12-17-86) regarding a fee <br /> schedule for use of City equipment for such items as cleaning sewer lines. <br /> After discussion, Council consensus was that the City did not want to promote <br /> rental of their equipment, the Public Works Supervisor should continue the <br /> practice of assessing each case individually and keep the fee guidelines on <br /> file. <br /> ''e Valve Replacement - EdRewater Estates <br /> Public Works Supervisor advised that the watermain valve had been replaced and <br /> testing of the line completed. He stated he had not received the statement for <br /> the replacement and would report to Council upon receipt of the bill. <br /> Noxious Odor - 3625 Hamline Avenue North <br /> Raddatz advised Council a complaint had been received from the homeowner at <br /> 3625 Hamline Avenue, re: a noxious odor inside the house. After inspection with <br /> the Engineer, both determined that the sewer line should be "lamped" to see if <br /> it is holding sewage. Raddatz stated if there wasn't sufficient sunlight to <br /> "lamp" the line, the Engineer suggested the line could be televised to <br /> determine if there is a problem. Raddatz will report to the Council at a <br /> future meeting. <br /> Gate Valve Break - Townhouses <br /> Public Works Supervisor explained the gate valve break at Townhouse Village, <br /> due to the previous owner turning off the water at that location prior to the <br /> new owner moving in. He advised a plumber had to be called and City employees <br /> remained overtime to work with the plumber to fix the gate valve. Raddatz <br /> stated this situation could have been avoided if the realtor had notified the <br /> City prior to the date of closing and therefore, he suggested a policy be <br /> established to charge overtime costs in this type of situation to the property <br /> owner. Raddatz further stated that this charge should not be applicable in <br /> emergency situations. <br /> Council concurred that a policy determination should be made whereby the City <br /> shall charge back employee overtime costs for occurrences of this nature, with <br /> the exception of emergency situations. <br /> Solid Waste Disposal - Public Safety/Works Recommendation <br /> Council was referred to the Public Safety/Works Committee Minutes (12-18-86), <br /> recommending this matter be tabled until Ramsey County's plans are complete. <br /> Council consensus was that this matter should be discussed further. Hansen <br /> advised that Paul Malone has offered to monitor developments and report back to <br /> the Public Safety/Works Committee as well as keep the Council informed. <br /> Charitable GamblinR License, BinRo and More Than Two Occasions - Concordia <br /> SinRinR Society <br /> Clerk Administrator advised that Concordia Singing Society would be operating a <br /> Bingo game at the 3776 Connelly Avenue site. <br /> In discussion, Council reiterated the comments received regarding this type of <br /> . operation, however, they noted that Cities are not giyen an option to prohibit <br /> charitable gambling under State law. <br /> Sather moved, seconded by Peck, that Council approve the Charitable Gambling <br /> License, Bingo and More Than Two Occasions, Concordia Singing Society. Motion <br /> carried unanimously. (5-0) <br /> Resolution No. 86-65, ESTABLISHING A DEFERRED COMPENSATION PLAN FOR FULL TIME <br /> EMPLOYEES OF THE VILLAGE OF ARDEN HILLS <br /> Council was referred to memorandum from McNiesh and Morrison, re ICMA Deferred <br /> Compensation Plan (12-23-86). <br /> Morrison briefly explained the administration of the plan by the Village and <br /> advised that several neighboring communities have adopted the ICMA plan. <br /> \ <br /> \ <br /> l <br />
