Special Use Permit for Renovation/Expansion of Fire Station No. <br /> 1. 3245 New Briahton Road. Lake Johanna Volunteer Fire Department <br /> Planner briefly summarized the background of the fire station renovation and <br /> explained ihis item was continued after the November 5th Planning Commission <br /> meeting to allow the fire personnel to draw up a set of guidelines outlining <br /> social use of the building for Council review. Hiller reviewed the Plannina <br /> Commission recommendations per the November 5th minutes and stated their <br /> I concerns related to use of the facility for social activities, frequency of <br /> use, types of functions held there, t~ of functions, size of groups and thet <br /> the facility not bec~ a Public Hall. <br /> Planner stated the Planning Commission recommended approval based on the '. <br /> . conditions outlined in their minutes of November 5th. He noted that the <br /> proposed landscaping should enhance the area and that there is no exterior <br /> lighting being proposed at this time with the exception of an entry light and <br /> possibly a light over the bay doors. Hiller noted Planning Commission <br /> recompanded approval of a 12 foot Front Setback Variance based on the fact that <br /> the building is currently setback less than the 40 ft. required and the fact <br /> that the steep slope to the rear of the lot causes genuine hardship. <br /> Fire Chief Dan Winkel introduced Attorney Roger Jensen, Architect Steve <br /> Klieneman, Deputy Chief Dave Christensen, Fire Department Treasurer Roger <br /> Luehrs, CaQBittee for Renovation Hambers Dale &ickleberg and Wayne Johnson. <br /> Winkel reViewed the reasons for the axpansion request: <br /> 1. Additional Office Space. <br /> 2. Safety - increased space in bay areas where trucks are parked. <br /> 3. Building needs to be brought up to code requirements. <br /> 4. Increase size of training facilities. <br /> 5. Structural problems - water leaking through cinder blocks. <br /> 6. Hose Tower to dry fire hoses. <br /> Kayor asked whet the occupancy permit limit would be for the structure. <br /> Fire Chief stated, with the addition, 1 person per 15 sq. ft. .with tables set, <br /> up or one person per 7 sq. ft. with only chairs set up "'are the c~rrent <br /> requirements. Winkel noted using the formula of 1 person per 15 'sq. ft. <br /> occupancy could be set at 133 people, however Fire Karshall is allowed to grant <br /> a 10% increase to that number if certain conditions are met, therefore <br /> occupancy coyld be as high aa 150. <br /> Fire Chief pioposed occupancy limit of 100 people for a non-fire department <br /> function, as per item U8 in the guidelines submitted. <br /> Hansen complemented Fire Chief on the guidelines and plan for renovation <br /> submitted. She aaked if occupancy of the building would be exceeded when joint <br /> caQBunity training seaaions were scheduled at the st.tion. <br /> Winkel stated they would probably exceed occupancy limit during joint city <br /> training session and also durins certain functions sponsored by the LJVFD. <br /> He noted that the annual Christmas Breakfast sponsored by.the department is <br /> well attended, however not all people are in the building at one time. <br /> Hansen asked if Winkel thought the occupancy limit would be high enough. . <br /> Winkel stated he thought it would be sufficient. <br /> There was discussion regarding ample number of exits from the building, color <br /> and material proposed for exterior of building, and estimated costs for <br /> renovation. <br /> Council asked Fire Chief if the renovation costs would be paid for from the <br /> fire department penaion fund. <br />
