The speed limits were set by the <br /> Minnesota Department of Transportation (Mn/DOT)based on speed studies that were conducted <br /> in 1971 and 1976. <br /> All speed limits on County State Aid Highways in the State of Minnesota are set by the <br /> Minnesota Department of Transportation as per State Statute 169.14, Subd. 5.The County does <br /> not have the authority to change the speed limit between County Road E and 2000 feet north of <br /> the I-694 bridge. Changing the speed limit from 45 mph to 40 mph in this section will require a <br /> speed study and official authorization by Mn/DOT. <br /> Because of the length of time since a speed study was last conducted on Old Snelling Avenue(23 <br /> years), it may be beneficial to request Mn/DOT to do a study. However; a speed study may also <br /> result in an increase in the posted speed.I have included an informal speed check done by the <br /> County in 1993 which shows the average speed of traffic south of County Road E2 at 49 mph. <br /> If you have any questions or need any additional information please let me know. <br /> Sincerely, <br /> JAA <br /> Daniel E.
