<br />Minutes of Special Joint Council Meeting <br />Village of Arden Hills <br />Saturday, September 13, 1986 - 9:30 a.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, the meeting was called to order at <br />9:35 a.m. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Nancy Hansen, Dale Hicks, <br />Gary Peck, Tom Sather <br />None <br />Shoreview - Mayor Richard Wedell, Councilmembers David McGraw, <br />Robert Weyandt; North Oaks Councilmember James Burak; City <br />Manager Gary Dickson, Clerk Administrator Charlotte McNiesh, <br />and Paul Malone <br /> <br />. <br /> <br />Absent: <br />Also Present: <br /> <br />Fourth Fire Station <br />At the meeting on August 23, the consensus was that in order to serve the <br />southern area of both cities, it would be desirable to locate a station on or <br />near Lexington Avenue between 694 and County Road E. Lists of potential sites <br />for a fourth station in Shoreview or Arden Hills were reviewed. <br /> <br />After discussion, Gary Dickson and Charlotte McNiesh were requested to secure <br />preliminary information on availability and land costs for two potential sites <br />in Shoreview and two sites in Arden Hills. <br /> <br />If Shoreview and Arden Hills pursue a joint venture for the fourth station, a <br />Joint Powers Agreement will be required, a draft of which should be prepared by <br />Shoreview Attorney Filla and Arden Hills Attorney Lynden. <br /> <br />It was stated that it would be desirable to have the station operable by <br />mid-1987. <br /> <br />Mayor Woodburn expressed concern about how much the Village can afford to pay <br />and felt that the needs and levels of service desired for Arden Hills may not <br />have been studied sufficiently. He noted that LJVFD is planning to expand <br />Station #1; Consultant Quirk has recommended that a station, more centrally <br />located in Arden Hills, is needed to improve response time. <br /> <br />Councilmember McGraw said Shoreview knows what level of service it wants, and <br />will build the fourth station in Shoreview by itself, at a different location, <br />if Arden Hills doesn't want to participate. <br /> <br />Councilmember Hicks requested that Planner Miller check availability of land in <br />Arden Hills, in the central area recommended by Consultant Quirk. <br /> <br />In further discussion, it was noted that all three cities need ladder service, <br />that Station No. 4 would not need training facilities, that if there is a joint <br />venture, bills would be processed in the city where the station is located. <br /> <br />I <br /> <br />Parkway Concept for STH 96 <br />Mayor Wedell suggested that since STH 96 links three regional parks, the cities <br />of White Bear, North Oaks, Shoreview, Arden Hills, Vadnais Heights and New <br />Brighton should explore the possibility of a parkway concept. <br /> <br />Joint Council Meeting Date <br />The next meeting will be Saturday, September 27, 8:30 a.m. at Arden Hills. <br />
