<br />MINUTES OF SPECIAL COUNCIL MEETING <br />Village of Arden Hills <br />Thursday, April 24, 1986 - 5:30 P.M. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 5:30 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Thomas Sather, Dale <br />Hicks, Nancy Hansen <br />Councilmember Gary Peck <br />David Weir and Jim Durda (Woodbridge Properties) <br />Deputy Clerk Dorothy Zehm <br /> <br />Absent: <br />Also Present: <br /> <br />. <br /> <br />Business from the Floor <br />None <br /> <br />Case No. 86-10, Site Plan Amendment, BuildinR C, Northpark Business Center, <br />WoodbridRe Properties <br />Woodburn noted that at the Regular Council meeting on April 14, a motion to <br />table the motion to the next Council meeting was passed. <br /> <br />Hansen moved to bring the motion to the floor at this time. Motion was <br />seconded by Hicks and carried unanimously. (4-0) <br /> <br />Hansen moved, seconded by Hicks, that Council approve the site plan as amended <br />(Case No. 86-10). <br /> <br />In discussion, Sather said that he feels the City has been "short changed" <br />relative to the park dedication for Northpark Business Center ($35,000 oVer ten <br />years, payable in equal annual installments); suggested to Dave Weir that he <br />consider a reduced cash park dedication of $25,000, payable at building <br />occupancy. <br /> <br />Weir suggested that if the City wants to re-open this issue, it be done as a <br />separate issue; explained he would have to go back and present the matter to <br />his financial people. Weir said it is not their goal to leave anyone <br />disappointed - not their intention; said he can and will ask his people about a <br />lump sum payment; stated he does not want to create any false expectations; <br />said he will pursue the suggested lump sum payment with his people; said that <br />they can certainly examine this and they will do this. <br /> <br />Sather suggested to Weir that he respond to the City in 30 to 45 days. Weir <br />noted that they have already paid a portion of the park dedication for this <br />development. <br /> <br />Hicks suggested to Weir that a "reasonable" interest rate might also be an <br />alternative for consideration by Woodbridge. <br /> <br />Weir noted the on site amenities which should be considered by the City; noted <br />that most industrial and officQ workers enjoy site amenities more than they <br />benefit from City parks; suggested that the basis for determining park <br />dedication be reviewed; feels park dedication in Arden Hills is high compared <br />to other cities. <br /> <br />Motion carried unanimously. (4-0) <br /> <br />. <br /> <br />Ad;ournment <br />Sather moved, seconded by Hicks, that the meeting adjourn at 5:52 p.m. Motion <br />carried unanimously.
