<br />, <br /> <br />Minutes of Regular Council Meeting, January 13 <br />Page three <br /> <br />Case No. 86-3, Review of Hamline Avenue Improvement Plans <br />Miller reported that the Planning Commission feels the three-lane road, <br />as proposed, makes sense from a safety point of view; feels significant plant,- <br />ing is not feasible in the given right-of-way, but feels some landscaping <br />should be incorporated as well as a gateway approach at 1-694 and STH 96. <br />Miller reported that the Planning Commission feels the approach from STH 51 <br />to Hamline, in the area of the retention pond, is lacking in landscaping; <br />feels the State should be encouraged to landscape this area and that the <br />City incorporate landscaping in the Hamline.Avenue improvement regardless <br />of which plan is ordered. <br /> <br />. <br /> <br />Observance of Martin Luther King Holiday, January 20 <br />Council was referred to McNiesh's memo (1/10/86). <br /> <br />Sather reported that holidays are part of the labor contract negotiations; <br />suggested that the Martin Luther King holiday be taken as a vacation day <br />or floating holiday, or as compo time this year if employee wants to be <br />paid for this holiday; otherwise, it will be a holiday without pay, pending <br />resolution of the contract. Council concurred. <br /> <br />Request for Reimbursement for Auto Repairs <br />Council was referred to Raddatz's memo (1/10/86) and attached copy of letter <br />from Stephen Michel and bill for auto repairs. <br /> <br />Raddatz explained that the pothole referred to was at the right turn lane <br />on Hamline at STH 96; reported that this pothole has been filled several <br />times, but feels it will be an on-going problem until spring. Raddatz said <br />he acknowledges that holes develop along Hamline Avenue, and are filled <br />as they are discovered; does not feel it is the City's responsibility to <br />pay for damages if a car hits a pothole; occurrence of potholes is not unusual <br />in Minnesota. <br /> <br />After discussion, Hicks moved, seconded by Sather, that Council deny Mr. <br />Michel's claim for auto damage on the basis that the City is not liable <br />for damage incurred on a street which is maintained in normal condition <br />for this kind of environment. Motion carried unanimously. (5-0) <br /> <br />Other Business <br />None <br /> <br />REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNIESH <br /> <br />Approval of 1986 Business Licenses and Permits <br />Council was referred to list of renewal licenses and permits for 1986. <br /> <br />Hicks moved, seconded by Sather, that the licenses and permits be approved <br />as presented. Motion carried ~nanimously. (5-0) <br /> <br />Claims and Payroll <br />Sather moved, seconded by Peck, that the Claims and Payroll be approved <br />as presented. Motion,carried unanimously. (5-0) <br /> <br />. <br /> <br />Cancellation of Fire Board Meeting <br />McNiesh reported that the January 16 Fire Board meeting has been cancelled <br />and will be re-scheduled. <br /> <br />Hamline Avenue Improvement <br />McNiesh said she has tentatively scheduled the Hamline Avenue Improvement <br />on the January 27 agenda; reported that Mayor Woodburn will not be able <br />to be present at that meeting. Hicks said he will be absent on February <br />10. <br /> <br />After discussion, Hansen moved, seconded by Sather', that the Regular February <br />10 Council meeting be changed to February 3, and that the Hamline Avenue <br />Improvement be scheduled on the February 3 meeting agenda. Motion carried <br />unanimously. (5-0) <br />
