<br />SPECIAL JOINT COUNCIL MEETING/ARDEN HILLS/SHOREVIEW <br />Thursday, January 9, 1986 - 7:30 p.m. <br />Shoreview Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, the meeting was called to order at <br />at 7:30 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Nancy Hansen, Thomas <br />Sather <br />Councilmembers Dale Hicks, Gary Peck <br />Shoreview Mayor Richard Wedell, Councilmen Richard Sundberg <br />and Robert Weyandt. <br />Engineers Donald Christoffersen, Wilbur Liebenow, and Julian <br />Fenendael, Clerk Administrator Charlotte McNiesh and City <br />Manager Gary Dickson <br /> <br />Absent: <br />Also Present: <br /> <br />. <br /> <br />Arden Hills/Shoreview Water Connection <br />Following discussion of the water mains and storage facilities of the cities, <br />the Councils concurred that an emergency connection between the cities on <br />Lexington Ave. would be desirable. Engineers were requested to provide <br />a cost estimate, cities agreed to share costs if connection is made. Con- <br />nection would be for short-time emergency use only. <br /> <br />Lexington Avenue/694 Bridge - Staging of Improvements <br />Wedell reported that the Rice Street Bridge is scheduled for August 1986- <br />1987; Lexington Bridge in 1987, Victoria Bridge in 1991. Both Councils <br />concurred that a pathway is needed. Woodburn explained that Arden Hills <br />feels that since this is a designated County pathway route and involves <br />County and State roadways, the cities should not bear cost of pathway as <br />a matter of principle. <br /> <br />Fire Department <br />Wedell reported that Shoreview/Lake Johanna Fire Department are close to <br />finalizing a contract for the North End Fire Station; station should be <br />completed in April, equipment needs were discussed with Fire Department <br />and equipment ordered. The Fire Department can move equipment at its discretion. <br /> <br />Future contractual arrangements for the operation of the three stations <br />were discussed briefly. One possibility was to spread costs in a manner <br />similar to one used to prorate Ramsey County Sheriff contracts for the five <br />cities (Shoreview, North Oaks, Little Canada, Vadnais Heights, Gem Lake). <br /> <br />Councilmember Hansen explained that there was not a lot of interest on the <br />part of Arden Hills in the proposed South end station, noting that many <br />firemen live close to Station No. 1 in Arden Hills. <br /> <br />Animal Control <br />The possibility of the two cities arranging jointly for animal control was <br />discussed. A pound close by, variety in patrol hours, and 24 hour on-call <br />availability would be advantageous. Dickson and McNiesh were asked to get <br />some details. It was suggested that Public Safety committees review the <br />matter. <br /> <br />. <br /> <br />TV Towers <br />Wedell said there is nothing pending right now. The Shoreview Ad Hoc <br />Committee Report outlines the city concerns which have been submitted to <br />tower owners. <br /> <br />Geese <br />- <br />Shoreview and Arden Hills have problems with increased numbers of geese. <br />Councilmember Hansen reported that she has done considerable research on <br />possible solutions (will share this with Shoreview); feels this is really <br />a County-wide problem. <br /> <br />Ad;ournment <br />The meeting was adjourned at 9:05 p.m. <br /> <br />~A/~dtf7i)) f/k~~ <br /> <br />Charlotte McNiesh <br />Clerk-Administrator <br /> <br />K~>~~ <br /> <br />Robert L.
