ARDEN HILLS CITY COUNCIL WORK SESSION — OCTOBER 13, 2025 15 <br />Councilmember Monson asked if we are supposed to assume revenues from our permits or is <br />that supposed to cover the administrative costs of issuing the permit. Presumably we wouldn't be <br />eating into our revenues on an annual basis. <br />City Administrator Jagoe said moving from conditional use permits to permitted there will be <br />no application for land use. <br />Councilmember Monson said that would also eliminate the Staff time needed. <br />Community Development Director Reilly said permit fees don't cover Staff time. <br />Ms. Trapp moved to nurseries. This is focused on the principal use being a commercial nursery. <br />The recent experience was a residential property growing plants and selling them on their <br />property. That would be an accessory use. Is this something we want to be proactive about. <br />Councilmember Holden said this wouldn't be cannabis. Trapp confirmed. She said land is very <br />valuable here and she doesn't think anyone is going to buy land just to do a nursery. <br />Ms. Trapp said this is about if someone can convert a yard to grow and sell plants. Is this <br />something we want to address? A conditional use permit is an option. <br />Councilmember Weber asked what the issue if it's already allowed by conditional use. <br />Ms. Trapp said that was for principal use. There is nothing covering accessory uses. <br />Councilmember Monson would move to table that for a later conversation. <br />City Administrator Jagoe said today it is a conditional use in our residential district. It doesn't <br />specify if it's principal or accessory. <br />Ms. Trapp moved to development standards. She said currently the development standards <br />related to architecture are only for B-2 and B-3. Is that what we want? <br />Discussion ensued regarding what architectural standards currently exist and what options there <br />are. <br />Councilmember Rousseau asked about a neighborhood business. <br />Ms. Trapp said that's not in there. <br />Councilmember Rousseau said we would want to talk about that. She wants to explore what that <br />could mean for those spaces. <br />Councilmember Holden said it is important to have high standards for architecture. If you make <br />it nice and put money into it, it will last a long time. <br />Councilmember Monson asked Ms. Trapp if this feels appropriate or if she thinks we should <br />expand it. <br />
