<br /> . <br /> -- <br /> . <br /> MINUTES OF REGULAR COUNCIL MEETING <br /> Village of Arden Hills <br /> Monday, October 28, 1985 - 7:30 p.m. <br /> Village Hall <br /> Call to Order <br /> Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br /> order at 7:32 p.m. <br /> Roll Call <br /> Present: Mayor Robert Woodburn, Councilmembers Dale Hicks, Gary Peck, <br /> Thomas Sather, Nancy Hansen (about 8:10 p.m.) <br /> Absent: None <br /> Also Present: Engineer Donald Christoffersen, Public Works Supervisor <br /> Robert Raddatz, Treasurer Donald Lamb, Clerk Administrator <br /> Charlotte McNiesh, Deputy Clerk Dorothy Zehm <br /> . Approval of Minutes <br /> Sather moved, seconded by Peck, that the minutes of the October 15 Council meet- <br /> ing be approved as submitted. Motion carried unanimously. (4-0) <br /> Business from the Floor <br /> None <br /> REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> Plans and Specifications, Hamline Avenue from 1-694 to Floral Drive - State <br /> Cooperative A~reement <br /> Council was referred to plan for the improvement of Hamline Avenue from 1-694 <br /> to Floral Drive which includes widening of the acceleration lane going east <br /> at 1-694. Christoffersen said the proposed plan will tie into the proposed <br /> improvement of Hamline to the north. Christoffersen explained that the State <br /> is requesting City approval of the plan proposed. <br /> Hicks moved, seconded by Sather, that Council approve the plans and specifica- <br /> tions as presented (Staff Approval Date 3/12/85) 1-694 to Floral Drive. <br /> Motion carried unanimously. (4-0) <br /> (Any changes by State to be in writing to City Council for approval.) <br /> Chan~e Order No.2, Hamline Surchar~e (Imp. P-85-1) <br /> Council was referred to Change Order No. 2 for 4 "No Shoulder" signs at $362.00 <br /> and 4 "Clearance" signs at $214.00 ($576.00) along Hamline in the surcharge <br /> area. <br /> In discussion of costs, Public Works Supervisor Raddatz was requested to look <br /> into cost of installation of signs by the City. <br /> Hicks moved, seconded by Sather, that Council approve Change Order No. 2 at <br /> $576.00, if cost of the sign installation by the City is not at a significant <br /> savings. Motion carried unanimously. (4-0) <br /> Concern was expressed relative to potential plowing problems in the surcharge <br /> areas. Raddatz said there wi~l be some problems with plowing.snow; _feels he <br /> can work with it for one year. It was' noted that some settling should occur <br /> before long, which will reduce the problem to some extent. <br /> Leaf Removal Requests <br /> . Woodburn reported that he has received requests from residents for leaf re- <br /> moval by the City; reported that Roseville has a leaf removal program. It was <br /> reported that Arden Hills considered such a program years ago; cost estimate <br /> in 1975 was $55,000 - $60,000 for equipment. Raddatz said he will talk to <br /> Roseville relative-to time and cost/mile; said some leaf removal equipment can <br /> also be used to clean manholes. <br /> Request to Extend Seasonal Employment of Parks Employee <br /> Council was referred to Buckley's memo (10/23/85) re Part Time Maintenance <br /> Employee for Ice Skating. <br /> Hicks moved, seconded by Sather, that Council approve the employment of Kevin <br /> Fuller as outlined in Buckley's memo, at $5.00/hour to December 9, and at <br /> $5.50/hour beginning December 9, 1985 through February, 1986. Motion carried <br /> unanimously. (4-0) <br />
