Minutes of Regular Council Meeting, October 28 Page three REPORT OF VILLAGE TREASURER DONALD LAMB Investment 10/25/85 - $100,000 at Midwest Federal for 1 year @ 8.15% interest, maturing 10/14/86. Hicks moved to ratify the Treasurer's investment. Motion was seconded by Peck and carried unanimously. OTHER BUSINESS Cable Equipment Sather suggested that Council re-think purchase of camera equipment" to assure the televising of meetings. . Arden Oaks Park Peck reported receipt of several complaints from residents near Arden Oaks Park; complaint is that dogs are littering the park and dog owners are not cleaning up after the dogs. Council concurred that a notice be placed in the Town Crier advising dog owners that they are required to pick up after their dogs. (City Parks Depart- ment to be advised of the need for clean-up, plus patrol of the park to stop this abuse of park property.) RCLLG Meetiml Hansen reported that she will not be able to attend the November 14 afternoon meeting of RCLLG (2:00 - 4:00 p.m.) re Solid Waste; reported that Ramsey County haulers will start trucking to the NSP plant in Newport in'November; explained that Hennepin will truck to the New Brighton plant; feels the northern suburbs should be allowed to use landfills for a certain period of time and allowed the alternative of using the New Brighton plant; reported that the New Brighton plant has a permit for the plant - will burn at 18000 F in a self-contained building; wet ashes will be trucked out; steam will be sold to industrial plants nearby. Hansen noted there will be an increase in traffic on Old Highway 8 in New Brighton. Hansen suggested Council input to influence a hold for six months for the northern suburbs; noted the cost of trucking to Newport will probably increase garbage haulers' fees and, in addition, Ramsey County will add a levy to property taxes. Woodburn reported that he had sent a letter to New Brighton's Mayor expressing our concerns re environmental impact on Arden Hills of proposed burning plant. Hansen noted the RCLLG will meet at the Arden Hills Village Hal~ on November 20. Annual Plannin~ Institute Hicks reported that a few Plannfng Commission members attended the Institute a few years ago; registration fee is $40.00; suggested that Council authorize payment of the registration fee for Planning Commission members desiring to attend. Council concurred. REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNIESH Claims and Payroll Sather moved, seconded by Hansen, that the Claims and Payroll be approved . . as submitted. Motion carried unanimously. (5-0) November Council Meetings Council concurred that November Council meetings be scheduled on Tuesday, November 12 and Monday, November 25.
