Motion carried unanimously, (5-0) <br /> (Drainage Easement to be added to Certificate of Survey to be recorded <br /> with Ramsey County when split is recorded.) <br /> Case No, 85-14, RezoninK from R-1 to R-4 and Planned Unit Development <br /> Permit for 48-Unit Apartment - STH 96/SnellinK Avenue - M. Eibensteiner, . <br /> R. Eibensteiner. S, Mindlin <br /> Council was referred to Planning memo (9/25/85), Planning minutes (10/2/85) <br /> and to transparency of Site Plan for proposed 48-unit apartment on a 4,4 <br /> acre site located at the southwest corner of STH 96 and Snelling Avenue. <br /> Miller explained that an R-4 zoning (Multiple Dwelling District) and a <br /> PUD Permit are required for the apartment. <br /> Miller reported that rezoning of the parcel from R-1 to R-4, and a PUD <br /> permit are requested; reported that the Planning Commission recommends <br /> approval of the rezoning; continued the public hearing on the PUD Permit <br /> pending the additional documentation required for PUD General Plan. <br /> Miller noted that the property is designated on the Comprehensive Development <br /> Plan as "Medium Density Residential", which corresponds to R-3 (townhouse <br /> and low density multiple dwelling district) permitting 4.5 units per acre. <br /> Miller commented that with the development of the large Church complex <br /> adjacent to the site, R-1 single family is not likely on this small, rela- <br /> tively isolated site. <br /> Miller said the proposed 48-unit building is not out of scale with the <br /> nearby Church complex, and does not crowd the site: suggested that the <br /> density of the site is the issue to be resolved. <br /> Developer Marcel Eibensteiner said they have been looking for an apartment <br /> site; feels an apartment on this site is an appropriate transition between <br /> the large Church complex and the residential to the east; noted that the <br /> building is sited on the west of the site, providing separation and <br /> landscaping between it and the single family residential area east of <br /> Snelling, Eibensteiner described the amenit~es of the apartment building <br /> and its orientation to a pond with a fountain; explained that there is <br /> a need for rental apartments; noted that executives, who are transferred <br /> frequently, would prefer renting to purchasing a home: anticipates the <br /> units will rent at $700+ per month. Eibensteiner said he talked to the <br /> R-1 land owner east of Snelling (Reiling) and he has no opposition to <br /> rezoning for an apartment proposal. <br /> Bernie Herman, architect, described the 48-unit 3-story building; said <br /> there will be 16 units/floor; each unit will have two bedrooms and a balcony, <br /> and each unit will have its own laundry facilities. Herman said the proposal <br /> conforms to City ordinance in all respects; underground parking is provided <br /> for 48 cars and additional surface parking for 59 cars is provided; noted . <br /> that the density is 10.6 units/acre (12.0 units/acre permitted in R-4). <br /> Herman said the primary access is from Snelling Avenue; noted the turn- <br /> around at the main entrance; explained the building is angular to fit <br /> the angular site and faces the pond; noted a rear building entrance for <br /> access to the parking area to the west of the building. Herman explained <br /> that the swimming pool is located in the one-story portion of the building <br /> at the building angle: said they are proposing extensive landscaping in <br /> addition to the existing tree cover; building will be face brick, doors <br /> and windows bronze; building is virtually maintenance-free and conveys <br /> a design of permanence and quality. <br />
