<br />/ <br /> <br />.j' <br /> <br />~. <br /> <br />MINUTES OF REGULAR COUNCIL MEETING <br />Village of Arden Hills <br />Monday, August 26, 1985 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:30 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Dale Hicks, Gary Peck, <br />Thomas Sather, Nancy Hansen (about 7:45 p.m.) <br />None <br />Attorney Lynden, Engineer Christoffersen, Treasurer Donald Lamb, <br />Public Works Supervisor Robert Raddatz, Clerk-Administrator <br />Charlotte McNiesh, Deputy Clerk Dorothy Zehm <br />~ <br /> <br />Absent: <br />Also Present: <br /> <br />. <br /> <br />Approval of Minutes <br />Sather moved, seconded by Peck, that the minutes of the August 12th Council <br />meeting be approved as submitted. Motion carried unanimously. (4-0) <br /> <br />Business from the Floor <br />None <br /> <br />Presentation of Certificates of Appreciation - Front Yard Garden Contest <br />Mayor Woodburn greeted the six 1985 front yard garden winners, showed colored <br />photographs taken of the winning gardens, and presented each gardener with <br />a Certificate of Appreciation for his/her efforts and the resultant beautifi- <br />cation of Arden Hills. <br /> <br />The six winners are: <br />Haglunds.........1191 Karth Lake Drive <br />Holewas..........4480 Pleasant Drive <br />Kramlingers......3704 ~hatham Circle <br />McDonalds........4125 James Circle <br />Mootz............1769 Glenview Avenue <br />Schachts.........1683 W. County Road F <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Ordinance No. 237, Shoreland Mana~ement <br />Council was referred to draft of Shoreland Management Ordinance and to minor <br />changes recommended by the DNR and Planner Miller. <br /> <br />Hicks moved, seconded by Peck, that Council waive the reading of Ordinance No. <br />237. Motion carried unanimously. (4-0) <br /> <br />Council concurred to defer adoption of the ordinance until the September 9 <br />meeting pending draft of a paragraph by Planner Miller describing the <br />mechanism for obtainin8 a permit,and review process. <br /> <br />Request for City to Purchase Southeast Corner of County Road E/SnellinR <br />Avenue (Lindey's TrianRle) <br />Council was referred to Lynden's letter of 8/22/85 re "Lindey's Triangle Park". <br /> <br />Lynden noted that the parcel was acquired by the State for highway purposes; <br />highway was not constructed and parcel was quit-claimed to Ramsey County in <br />the 1970's. Lynden noted that Ramsey County has apparently allowed the City to <br />.... use the parcel for open space purposes. (Hansen arrived at meeting.) <br /> <br />Lynden reported that the underlying fee owner wants the easement vacated and <br />wants to know if the City would be willing to buy it. Lynden noted that the <br />present use by the City is claimed to exceed the ambit of the original ease- <br />ment purposes when taken in the 1940's. <br /> <br />Council discussed possible usage of the approximate 1/2 acre~ parcel, which <br />now belongs to Ramsey County. It was suggested that it is still essential for <br />highway purposes and should be retained by the County to provide appropriate <br />sight-line for traffic. It was queried whether the parcel is needed by the <br />Parks Department. The alternative would be the development of possibly two <br />building lots for single-family homes by the fee holder (Kenna). <br />
