<br />MINUTES OF JOINT COUNCIL MEETING, ROSEVILLE AND ARDEN HILLS <br />Tuesday, April 2, 1985 - 7:00 p.m. <br />Roseville City Hall <br /> <br />. <br /> <br />Roll Call <br />Present: <br />Absent: <br /> <br />(Arden Hills) <br />Councilmembers Dale Hicks, Gary Peck, Thomas Sather <br />Mayor Robert Woodburn, Counci1member Nancy Hansen <br /> <br />Lake Josephine Boat Access/Ditch Number 4 Improvement <br />According to the EPA, Chicago office, Ditch No.4, Lake Josephine, and Fish <br />Restocking are one project, and Improvement of Ditch No. 4 alone will not be <br />considered under the grant. <br /> <br />It was explained that the DNR has legal authority to build a public access <br />on any lake of 100 or more acres in size in the metropolitan area; that <br />Commissioner Alexander is committed to this goal; so, the public access on <br />Lake Josephine is inevitable. <br /> <br />Concerns expressed were about safety to people for all lake uses, particularly <br />swimmers. Slides were shown of the crowded beach (in and out of the water) <br />on a typical evening and weekend. Parking was also a safety concern. It <br />was reported that cars are illegally parked on the side road and in business <br />and residential lots across the street. DNR's reaction to the crowded <br />conditions was to control them with surface zoning and police patrol. <br /> <br />Chemical treatment of Lake Josephine with calcium nitrate is proposed to <br />"tie up" the phosphorus in the lake sediment and lower the level in the <br />water. It was explained that the treatment would be injected into the <br />top six to eight inches of the lake sediment (same treatment that has been <br />completed on Long Lake, which they are continuing to monitor). It was <br />stated that the treatment is expected to be effective for 15 to 20 years. <br /> <br />It was explained that Federal money cannot be used on. lake improvements without <br />a public access. According to Pat Malloy (State EPA office) the funding <br />could be approved and money released for Ditch No. 4 improvement after <br />the installation of the public access; Lake Josephine chemical treatment <br />is not necessary if people don't want it -- a public hearing will be held <br />to discuss it, and it won't be treated if not deemed necessary, or if opinion <br />is that the treatment is not proven to be effective. <br /> <br />A number of residents were present at the meeting, opposed to the public <br />access; concerns were safety, over-use of the lake and not sufficient parking. <br />Roseville Council wants Ditch No. 4 and Oasis Pond improved.
