Guest said he feels vendors can deliver to <br /> the main loading area; feels the delivery problem can be resolved; <br /> suggested Presbyterian Homes talk with their architect, and not . <br /> harm the neighborhood with noise and visibility impact. Guest <br /> said he has lived on Sandeen Road for 12,years; hopes parking will <br /> be removed from this area since it was promised. <br /> Dennis Bu'ssard said he lives across the street from the main .dock . <br /> area; asked if anyone has made a count of traffic on Sandeen Road. <br /> Reply from Presbyterian Homes representative was there are 24 <br /> parking spaces; about 17 cars/day are parked in this area. Bussard <br /> said he estimates 100+ cars/trucks a day. <br /> Guest was asked if he can see the kitchen dock and parking area <br /> from his house. Guest said that the noise, in summer, is his concern. <br /> Jim Day, 3242 Sandeen Road, said he cannot see why the time element <br /> to get the perishables to the refrigerator area is so essential - <br /> we all get perishables from the grocery stores to our refrigerators <br /> with no problems. Day said vans making deliveries of day care <br /> people to and from this area cause a noise problem. <br /> Jim Guest reported that when the McKnight addition was proposed, <br /> the parking area was to be eliminated; area was to be all grass; . <br /> noted that in a revised plan, fire protection required the hard <br /> surface, but not a parking lot. <br /> Miller said he can understand the neighbor~ dislike for parking, <br /> but this is not at issue, parking was approved in this area; <br /> loading is the issue, as he sees it; noted that the parking should <br /> be for. residents, as per the Special Use Permit. <br /> Day said he prefers resident parking to employee parking. <br /> Hans Laaerstrom, Sandeen Road, said that Miller and Ed Reed <br /> (Pres. omes) stood on his deck and Reed said he was ashamed at <br /> what they had to look at. <br /> Rauenhorst, after obtaining assurance from Pres. Homes representatives <br /> that the berming and landscaping to screen this area is still in <br /> the plan, moved that Council modify the Special Use Permit to <br /> allow ~ery of perishables ~1tChen dock", and to <br /> allow parking instead of. parking in the northeast <br /> parking are. Motion was seconded by Mulcahy. . . <br /> Miller explained that a Special Use Permit amendment requires a . <br /> public hearing to effect a change, if Council determines that the <br /> change is "significant". <br /> Hansen asked if the proposed screening will reduce the sound. Miller. <br /> responded that it is difficult to do a good job of screening because <br /> of the topography; can't completely hide the view of cars by . <br /> berming; trees and berm will help to disperse sound, but not elim- <br /> inate the sound. <br /> Mr. Day - asked why Council would amend the Special Use Permit in <br /> favor of Presbyterian Homes vs. the neighborhood. <br /> Presbyterian Homes representative said they have fulfilled the <br /> original berming plan; the proposed berming now under discussion <br /> is additional. Miller explained that the planting was also done in <br /> accordance with the approved plan; additional planting now proposed <br />
