Motion carried unani-
mously. (4-0)
Business from the Floor
None
1985 Budget
Shade Tree Disease
Woodburn noted that although no line item changes were recom-
mended by the Finance Committee the consensus is that budgeted
expenditures of $16,650 should include reforestation activity.
A tax levy of $6,855 is budgeted to help finance the Shade Tree
Disease Program - levy is a special levy, outside the levy limit.
Youth Service Bureau
After discussion, Rauenhorst moved, seconded by Hansen, that
Arden Hills continue to fund the North Su~rban Youth Service
Bureau.. Motion carried unanimously. (4-0)
In discussion concerning whether this should be a special levy,
outside the levy limit, the following comments were made:
- Mulcahy felt this should not be a special levy, agreed
with the Human Rights Commission that it be funded within
the levy limit.
- Rauenhorst expressed concern as to what would happen if
the State did not provide funds for the YSB Program in
1985. McNiesh said that statutory provisions~r a
special levy under "Matching Funds" state that the pro-
. gram must be authorized by law for which matching funds
have been appropriated by the state or federal govern-
ments; YSB Proposed Budget for 1985 includes a State
Grant; Rich Gardner, State Department of Revenue, veri-
fied that YSB was eligible as a special levy for taxes
payable in 1985.
- Hansen, commenting on the 1983 YSB fact sheets, noted
number of Arden Hills residents served; felt that program
should continue to be monitored and if providing a needed
service, Arden Hills should participate in funding.
Rauenhorst moved, seconded by Hansen that Council approve funding
the YSB in 1985 as a special levy. Motion carried (3-1, Mulcahy
opposed).
