<br /> Minutes of Special Council Meeting <br /> Village of Arden Hills <br /> Konday, October I, 1984 - 5:30 p.m. <br /> Village Hall <br /> Call to Order <br /> Pursuant to due call and notice thereof, Mayor Woodburn called <br /> the meeting to order at 5:35 p.m. <br /> Roll Call <br /> Present - Mayor Robert Woodburn, Councilmembers Nancy <br /> Hansen, Thomas Mulcahy, Kathleen Rauenhorst <br />. Absent - Councilmember Dale Hicks <br /> Also Present - Treasurer Donald Lamb, Clerk Administrator <br /> Charlotte McNiesh <br /> Approval of Minutes <br /> Hansen moved, seconded by Rauenhorst, that the minutes of <br /> September 24th be approved as amended. Motion carried unani- <br /> mously. (4-0) <br /> Business from the Floor <br /> None <br /> 1985 Budget <br /> Shade Tree Disease <br /> Woodburn noted that although no line item changes were recom- <br /> mended by the Finance Committee the consensus is that budgeted <br /> expenditures of $16,650 should include reforestation activity. <br /> A tax levy of $6,855 is budgeted to help finance the Shade Tree <br /> Disease Program - levy is a special levy, outside the levy limit. <br /> Youth Service Bureau <br /> After discussion, Rauenhorst moved, seconded by Hansen, that <br /> Arden Hills continue to fund the North Su~rban Youth Service <br /> Bureau.. Motion carried unanimously. (4-0) <br /> In discussion concerning whether this should be a special levy, <br /> outside the levy limit, the following comments were made: <br /> - Mulcahy felt this should not be a special levy, agreed <br /> with the Human Rights Commission that it be funded within <br /> the levy limit. <br /> - Rauenhorst expressed concern as to what would happen if <br /> the State did not provide funds for the YSB Program in <br /> 1985. McNiesh said that statutory provisions~r a <br /> special levy under "Matching Funds" state that the pro- <br />. gram must be authorized by law for which matching funds <br /> have been appropriated by the state or federal govern- <br /> ments; YSB Proposed Budget for 1985 includes a State <br /> Grant; Rich Gardner, State Department of Revenue, veri- <br /> fied that YSB was eligible as a special levy for taxes <br /> payable in 1985. <br /> - Hansen, commenting on the 1983 YSB fact sheets, noted <br /> number of Arden Hills residents served; felt that program <br /> should continue to be monitored and if providing a needed <br /> service, Arden Hills should participate in funding. <br /> Rauenhorst moved, seconded by Hansen that Council approve funding <br /> the YSB in 1985 as a special levy. Motion carried (3-1, Mulcahy <br /> opposed). <br />
