<br />Minutes of Special Council Meeting <br />Village of Arden Hills <br />Thursday, June 28, 1984 - 7:30 p.m. <br />Fire Station #2, 4676 Hodgson Road <br /> <br />. <br /> <br />Purpose of Meeting <br />Fire Chief Dave Koch called the meeting to order at 7:45 p.m. <br />He had requested the City Councils of Arden Hills, North Oaks <br />and Shoreview to meet for further discussion concerning the <br />financing of the proposed third fire station. <br /> <br />Roll Call <br />Present - Mayor Woodburn, Councilman Michael Christiansen; <br />Shoreview Mayor Richard Wedell, Councilmen David <br />McGraw and Robert Weyandt; North Oaks Councilmen <br />James Burok and Robert Winship <br />Absent - Councilmembers Dale Hicks, Thomas Mulcahy, Kathleen <br />Rauenhorst <br />Also Present - Clerk Administrator Charlotte McNiesh, Clerk- <br />Treasurer Nancy Rozycki, City Manager Gary Dickson, <br />Fire Chief Dave Koch, Deputy Chief Dave Winkel, <br />Treasurer Roger Luehrs <br /> <br />Chief Koch reported that the Fire Department has entered into an <br />agreement with Mr. Larson to purchase the 207 ft x 400 ft parcel <br />9f land at Lexington and County Road I. Their attorney is <br />checking the title; tentatively plan to close on the property <br />July 16th. The Fire Department plans to purchase the property with <br />funds they were setting aside for a pumper purchase in 1989, said <br />the LJFD will be coming back to the cities in 1989 for extra money <br />for the pumper. He said the Fire Department would prefer <br />continuing to operate as they have in the past; called the meeting <br />in the hopes that cities could come to some mutual agreement. <br />Koch said all cities have grown over the past 30 years, LJFO has <br />operated economically, enjoy\independence, all firemen are <br />volunteers who live or work in the cities, now are covering 36 sq. <br />miles and sometimes there are simultaneous fires; a third station <br />would provide necessary back up. He also said that cost estimates <br />furnished at the last joint meeting were on the high side. <br /> <br />Representatives from Shoreview said that at the last meeting, Arden <br />Hills and North Oaks felt that using the present formula to split <br />capital costs of third station wasn't equitabl~ -- felt Shoreview <br />should contribute more. Shoreview had offered to furnish the land, <br />remaining costs to be split per formula, Arden Hills had said <br />that probably 10% rather than the 34% per formula, was more <br />justifiable for Arden Hills. The letters from North Oaks and <br />Arden Hills were discussed; Shoreview felt these were final <br />statements, not very specific and no further negotiation was <br />indicated. The third fire station has been under consideration <br />for well over a year, and Shoreview feels immediate action is <br />necessary. Shoreview decided that if they were to pay 75-80% of <br />the costs and have 1/3 of the vote, they might as well "go it <br />alone". Shoreview's population increased 1,000 in the past year, <br />building permits continue to be issued at a high rate, additional <br />fire protection is essential. Most recent valuations show <br />Shoreview pays 50.32%, Arden Hills 33.58% and North Oaks 16.10%. <br />Wedell said that when offer was made for Shoreview to contribute <br />the land, he was referring to locating the fire station on <br />Shoreview park land (nature-center near County Road I and <br />Lexington). Circumstances have changed since Fire Department <br />is purchasing Larson property. Undeveloped land and population <br />projections for the tri cities were discussed briefly. <br /> <br />After further discussion, Mayor Wedell said their Council might go <br />along with a 60% share if North Oaks and Arden Hills provided 40%. <br />Operating costs of the third station would be apportioned according <br />to the respective valuations of the three cities. <br /> <br />. <br />
