South on Highway 10 to 1-694, then west paral lei and <br />adjacent to 1-694. <br />B. South to east/west property line between two undeveloped <br />areas, then west to 35W (providing additional front <br />footage) <br /> <br />Christoffersen displayed a transparency of the Lift Station No. 10, <br />sewer area north of 1-694 (outlined In orange); noted that LIft <br />Station No. 10 will be el imlnated, and these mains wi II be diverted <br />to the Interceptor In New BrIghton, Instead of to the south. <br />Christoffersen noted that the sewer mains south of 1-694 were not <br />sized to serve the area to the north; properties north of 1-694 <br />were not assessed for the larger mains needed In Rosevllle to <br />provide sewer service to Arden Hills; properties south of 1-694 <br />were assessed for the larger trunk sewer. <br /> <br />Christoffersen explained that the north area was, at that time, <br />proposed to eventually be served with sanitary sewer through the <br />arsenal system. <br /> <br />Bond Counsel Tom Deans explained alternative ways of financing the <br />project: <br /> <br />- General taxes <br />- City funds <br />- Spec I a I assessments <br /> <br />Deans explaIned that the amount of special assessments for the <br />Improvement cannot exceed the amount of Increase In benefit to the <br />property; If no, or very little, benefit can be realized, the <br />assessment wi I I probably be chal langed. <br /> <br />Deans explained that an area, larger than that whIch Is Intended <br />to be assessed, can be Included In the assessment area; those <br />properties outside this area cannot later be assessed for the <br />Improvement, unless a new public hearing Is held. <br />
