Minutes of Regulsr Council Meeting Village of Arden Hills Monday, January 9, 1984 - 7:30 p.m. Village Hall Ca 11 to Orde r Pursuant to due call and notice thereof, Mayor Woodburn called Cbe meeting to order at 7:32 p.m. .. Roll Call Present - Mayor Robe rt Woodburn, Councilmen Dale Hicks, Thomas Mulcahy, Micbael Christiansen. Absent - None Also Present - Attorney James Lynden, Treasurer Donald Lamb, Clerk Administrator Cbarlotte McNiesh, Deputy Clerk Doro,thy Zehm. Approval of Minutes Hicks moved, seconded by Mulcahy, tbat the Minutes of the December 27, 1983 and January 3, 1984 Council Meetings be approved as submitted. Motion carried unanimously. (4-0). Business from the Floor None REPORT OF VILLAGE ATTORNEY JAMES LYNDEN Vaughan Park Dedication Council was referred to Lynden's letter of 12/22/83 and enclosed copies of letter from Gary Meyer, Attorney for Daniel Vaughan, and his proposed Agreement for Conveyance of Park. Lynden reviewed his recommended changes to the Agreement, and to proposed addition of paragraph 7., requirement of a Letter of Credit, for added security for the City, in case of default on the contract. Council concurred that the Letter of Credit should be in the amount of $25,000, and authorized Lynden to negotiate the Agreement with the changes as suggested. Proposed R.L.S. 83-16 - Woodbrid~e Properties Council was referred to proposed R.L.S. 83-16. Lynden explained that an RLS is required by Ramsey County, which is a good way to divide torrens land; noted that easements are created by the written word to convey and declare easements to the City for the on-site utilities. Lynden suggested that parcel E be deleted, and instead allow the. change to extend parcels A &B to the centerline of County Road E. Lynden recommended tbat applicant be advised to prepare "as built" plans ofu~ilites as con~tructed for the City and prepare utility easements in favor of the City. . After discussion, Mulcahy moved, seconded by Christiansen, that Clluncil approve proposed R.L.S. 83-16, with the recommended changes described by Attorney Lynden, and authorize execution thereof by the Mayor and Clerk Administrator. Motion carried unanimously. (4-0) Status of Miscellaneous Items Pending with Attorney Lynden Assessment Appeals - Lynden reported that trial date has been moved from mid-February to April; have ~interrogatories out to aPpellanta. Manufactured Housing -Lynden noted this has been pending a possible legislative change, which has not occurred.
