<br />. <br /> <br />Minutes of Regulsr Council Meeting <br />Village of Arden Hills <br />Monday, January 9, 1984 - 7:30 p.m. <br />Village Hall <br /> <br />Ca 11 to Orde r <br />Pursuant to due call and notice thereof, Mayor Woodburn called Cbe <br />meeting to order at 7:32 p.m. <br /> <br />.. <br /> <br />Roll Call <br />Present - Mayor Robe rt Woodburn, Councilmen Dale Hicks, Thomas <br />Mulcahy, Micbael Christiansen. <br />Absent - None <br />Also Present - Attorney James Lynden, Treasurer Donald Lamb, Clerk <br />Administrator Cbarlotte McNiesh, Deputy Clerk Doro,thy Zehm. <br /> <br />Approval of Minutes <br />Hicks moved, seconded by Mulcahy, tbat the Minutes of the December <br />27, 1983 and January 3, 1984 Council Meetings be approved as <br />submitted. Motion carried unanimously. (4-0). <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Vaughan Park Dedication <br />Council was referred to Lynden's letter of 12/22/83 and enclosed <br />copies of letter from Gary Meyer, Attorney for Daniel Vaughan, and <br />his proposed Agreement for Conveyance of Park. <br /> <br />Lynden reviewed his recommended changes to the Agreement, and to <br />proposed addition of paragraph 7., requirement of a Letter of <br />Credit, for added security for the City, in case of default on the <br />contract. <br /> <br />Council concurred that the Letter of Credit should be in the <br />amount of $25,000, and authorized Lynden to negotiate the Agreement <br />with the changes as suggested. <br /> <br />Proposed R.L.S. 83-16 - Woodbrid~e Properties <br />Council was referred to proposed R.L.S. 83-16. <br /> <br />Lynden explained that an RLS is required by Ramsey County, which <br />is a good way to divide torrens land; noted that easements are <br />created by the written word to convey and declare easements to the <br />City for the on-site utilities. Lynden suggested that parcel E be <br />deleted, and instead allow the. change to extend parcels A &B to <br />the centerline of County Road E. Lynden recommended tbat applicant <br />be advised to prepare "as built" plans ofu~ilites as con~tructed <br />for the City and prepare utility easements in favor of the City. <br /> <br />. <br /> <br />After discussion, Mulcahy moved, seconded by Christiansen, that <br />Clluncil approve proposed R.L.S. 83-16, with the recommended changes <br />described by Attorney Lynden, and authorize execution thereof by <br />the Mayor and Clerk Administrator. Motion carried unanimously. <br />(4-0) <br /> <br />Status of Miscellaneous Items Pending with Attorney Lynden <br />Assessment Appeals - Lynden reported that trial date has been <br />moved from mid-February to April; have ~interrogatories out to <br />aPpellanta. <br /> <br />Manufactured Housing -Lynden noted this has been pending a <br />possible legislative change, which has not occurred. <br />
