AGENDA ITEM - 3C <br />-ARVE_-HILLS <br />MEMORANDUM <br />DATE: November 10, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Julie Hanson, Assistant to the City Administrator/City Clerk <br />SUBJECT: Draft 2026 Fee Schedule <br />Budgeted Amount: Actual Amount: Funding Source: <br />Council Should Consider <br />Council should consider providing feedback and direction on the proposed 2026 draft fee schedule. <br />Background/Discussion <br />The City Council annually establishes a fee schedule for administrative, building construction, <br />engineering fees, liquor licensing, park and recreation facility usage, planning and zoning, utilities, <br />business licenses, utility fees, and other miscellaneous permits and penalties that are enforced by the <br />City. <br />The following recaps the fee schedule changes that were made for 2025: <br />• Administrative — Dog and cat licenses became a lifetime license at a fee if $50 and Bethel <br />students at $15.00. NOTE: Staff will be asking for further clarification on the student rate <br />for 2026 <br />• Building permit and plan review fees — Fees are always based on the most current Minnesota <br />State Statutes 326B.153 and 326B.148, so the reference to a specific year was removed. <br />• Commercial fees for electrical permits — Tokle Inspections changed the structure for <br />commercial electrical permit fees to be more proportional to the project. Residential electrical <br />permit fees remained unchanged. <br />• Liquor Licensing — The liquor license violation fees were increased. <br />• Parks and Recreation — Youth athletic association field rentals increased from $38.00 to <br />$40.00 and a damage deposit of $200 for park pavilion rentals by residents was established <br />(this damage deposit was already in place for non-resident rentals). The option to reserve <br />additional picnic tables was removed due to potential unavailability of staff to accommodate a <br />request. <br />• Planning and Zoning — There were no changes in 2025. <br />Page 1 of 5 <br />
