AGENDA ITEM - 3C
-ARVE_-HILLS
MEMORANDUM
DATE: November 10, 2025
TO: Honorable Mayor and City Councilmembers
Jessica Jagoe, City Administrator
FROM: Julie Hanson, Assistant to the City Administrator/City Clerk
SUBJECT: Draft 2026 Fee Schedule
Budgeted Amount: Actual Amount: Funding Source:
Council Should Consider
Council should consider providing feedback and direction on the proposed 2026 draft fee schedule.
Background/Discussion
The City Council annually establishes a fee schedule for administrative, building construction,
engineering fees, liquor licensing, park and recreation facility usage, planning and zoning, utilities,
business licenses, utility fees, and other miscellaneous permits and penalties that are enforced by the
City.
The following recaps the fee schedule changes that were made for 2025:
• Administrative — Dog and cat licenses became a lifetime license at a fee if $50 and Bethel
students at $15.00. NOTE: Staff will be asking for further clarification on the student rate
for 2026
• Building permit and plan review fees — Fees are always based on the most current Minnesota
State Statutes 326B.153 and 326B.148, so the reference to a specific year was removed.
• Commercial fees for electrical permits — Tokle Inspections changed the structure for
commercial electrical permit fees to be more proportional to the project. Residential electrical
permit fees remained unchanged.
• Liquor Licensing — The liquor license violation fees were increased.
• Parks and Recreation — Youth athletic association field rentals increased from $38.00 to
$40.00 and a damage deposit of $200 for park pavilion rentals by residents was established
(this damage deposit was already in place for non-resident rentals). The option to reserve
additional picnic tables was removed due to potential unavailability of staff to accommodate a
request.
• Planning and Zoning — There were no changes in 2025.
