CITY OF ARDEN HILLS <br /> MEMORANDUM <br />1 DATE: <br /> October IS, 1996 <br />I TO: Mayor and City Council <br />I FROM: Kevin Ringwald, Community Development Director ~ <br /> SUBJECT: Resolution #96-59, 1900 Edgewater Avenue <br />I Request <br />I The Staff requests that the City Council approve Resolution #96-59 (Exhibit A). Resolution <br /> #96-59 would authorize the Staff to extend an offer to purchase 1900 Edgewater Avenue for an <br /> amount not to exceed $17,300.00. Ifthe offer is not accepted by the property owner within ten <br />I (10) days of receipt of the offer, then the Staff would be authorized to proceed with the <br /> condemnation of the building on 1900 Edgewater Avenue. <br />I Background <br /> The home at 1900 Edgewater A venue was severely damaged by a fire at 1: 11 a.m. on September <br /> 15,1993. The City issued a building permit (#4852) on October 5,1993 to Lindstrom's <br />Ie Construction to repair the fire damage on behalf of the owners Dan and Kathy Verdom (Exhibit <br /> B). The estimated cost of the repairs by the contractor was $60,000. The estimated value of the <br /> repairs by the Building Inspector was $62,736.28. The contractor commenced the necessary <br />1 repairs of the structure, but was requested to stop work on the project by the owner. The owner <br /> of the property secured the building and no further work to the structure was completed. <br />I Subsequent to this work, the integrity of the structure has degraded to the point that the Building <br /> Inspector determined that the structure was a "Dangerous Building" as defined by the Uniform <br />1 Code For The Abatement Of Dangerous Buildings as incorporated into the City Code in Section <br /> 6-18. The Building Inspector gave notice to the property owner to abate the Dangerous Building <br /> at 1900 Edgewater Avenue on January 9,1996 (Exhibit C). The owner ofthe property Kathy <br />I Verdom was in process of being divorced from her husband and could not spend the insurance <br /> proceeds on the structure due to the pending divorce settlement (Exhibit D). The Staff informed <br /> Ms. Verdom (a.k.a. Kathy Skweres) that the City would not pursue completion of the required <br />I improvements until after the divorce settlement which was expected in February of 1996. The <br /> Building Inspector issued another notice to abate the Dangerous Building at 1900 Edgewater <br /> Avenue on June 17, 1996 (Exhibit E). The n0tice provided the required 30 day appeal period <br />I (expired on July 17, 1996). The Staff commenced the criminal portion of this issue after the <br /> expiration of the appeal period from the June 17, 1996 notice. The Staff received a letter from <br /> Ms. Verdom on August 7, 1996 requesting an appeal of the notice (Exhibit F). <br />I <br />,. <br />I <br />
