.
~
- ~ _..~
. CITY OF ARDEN HILLS
-_
MEMORANDUM
I
I DATE: January 3, 1996
TO: Brian Fritsinger, City Administrator
I FROM: Cindy S. Walsh, Parks & Recreation Director
I SUBJECT: Plans and Soecifications for 1996 Trail Develooment
Background
I At the November 16,1995 Council Worksession, I provided an update to the City Council on the
budgeted 1996 trail priority segments. The 1996 Park Fund Budget includes $40,000 for trail
I development. Mayor Probst indicated that additional segments should be included in the bid as
alternates in the event that competitive bids are received.
I Priority Segment and Alternates
Plans and specifications will be prepared for an eight foot wide bituminous trail for the 1996
priority segment extending from Colleen Avenue north to the Arden Vista Court cul-de-sac. Two
Ie alternate segments will be included in the plans and specifications. The first segment extends
from Colleen A venue south to Briarknoll Drive. The second segment begins at Colleen Avenue
and extends west to North Snelling Avenue.
I Meeting with Residents
The Parks and Recreation Committee and I met with area residents surrounding the trail on
I December 12, 1995. Both townhouse associations and residents around the alternate trail
segments were also invited to attend the meeting.
I Most residents were supportive of the trail development. As you are aware, there are three homes
on Arden Vista Court that have structures within the City easement. They were notified to
I remove any trees or structures that they want to save within the easement.
There were some safety concerns about areas where the trail crosses the street. Council may want
I to consider striping the crosswalk areas, However, striping crossing areas does not necessarily
provide safety to the trail user. Trail users tend to feel too safe and fail to look for traffic.
I
I
I-
I
