Walsh, Parks & Recreation Director <br />I SUBJECT: Plans and Soecifications for 1996 Trail Develooment <br /> Background <br />I At the November 16,1995 Council Worksession, I provided an update to the City Council on the <br /> budgeted 1996 trail priority segments. The 1996 Park Fund Budget includes $40,000 for trail <br />I development. Mayor Probst indicated that additional segments should be included in the bid as <br /> alternates in the event that competitive bids are received. <br />I Priority Segment and Alternates <br /> Plans and specifications will be prepared for an eight foot wide bituminous trail for the 1996 <br /> priority segment extending from Colleen Avenue north to the Arden Vista Court cul-de-sac. Two <br />Ie alternate segments will be included in the plans and specifications. The first segment extends <br /> from Colleen A venue south to Briarknoll Drive. The second segment begins at Colleen Avenue <br /> and extends west to North Snelling Avenue. <br />I Meeting with Residents <br /> The Parks and Recreation Committee and I met with area residents surrounding the trail on <br />I December 12, 1995. Both townhouse associations and residents around the alternate trail <br /> segments were also invited to attend the meeting. <br />I Most residents were supportive of the trail development. As you are aware, there are three homes <br /> on Arden Vista Court that have structures within the City easement. They were notified to <br />I remove any trees or structures that they want to save within the easement. <br /> There were some safety concerns about areas where the trail crosses the street. Council may want <br />I to consider striping the crosswalk areas, However, striping crossing areas does not necessarily <br /> provide safety to the trail user. Trail users tend to feel too safe and fail to look for traffic. <br />I <br />I <br />I- <br />I <br />
