' <br />II SUBJECT: Resolution #96-06, Supporting the Reconstruction of Highway 96 and <br /> Recommending Certain Design Issues to Ramsey County <br />I Relluest <br /> Ramsey County has requested the affected cities along the Highway 96 corridor to provide input <br /> on their respective segments of the highway and to make recommendations as to their own needs <br />I and preferences. <br /> Backl!round <br />I Trunk Highway 96 was identified as early as 1988 to be the first major turnback from the state <br /> highway system to Ramsey County. This turnback became effective in the fall of 1994. In 1988, <br />Ie a task force also determined the need for upgrading the entire segment of Highway 96 between <br /> Old Highway 8 and Highway 61. A portion of this highway east of Centerville Road through <br /> White Bear Lake is already nearing completion and the Highway 96 Task Force Committee is <br />I now making final recommendations for re-construction of the portion between Old Highway 8 <br /> and Centerville Road. Final plans and specifications are to be completed in 1996, with the first <br /> constmction to begin in 1997. <br />I Discussion <br />I 1. Trails <br /> A 10 foot wide bituminous trail is planned for the entire corridor on the south side of the <br /> highway approximately 16 feet south of the curb. Possible upgrades to the trail are <br />I concrete edge bands on both sides of the trail to improve appearance and durability, also a <br /> colored rock seal coat for a warmer look. Other options to the trail are rest stops and <br />I lighting. <br /> a. Recommendation <br />I Staff recommends the basic 10 foot bituminous trail without concrete edge bands <br /> or a colored seal coat. Rest areas and lighting of the trail on south side are not <br /> recommended due to the high costs associated with these items. The trails should <br />I connect to existing Arden Hills trails where appropriate, <br />f' <br />I <br />
