I' ~
Ie CITY OF ARDEN HILLS
MEMORANDUM
I
DATE: January 4, 1996
I TO: Brian Fritsinger, City Administrator
I FROM: Terrance Post, City Accountant @)
I SUBJECT: Charitable Gamblin!! at Bi!! Ten Sunner Club
Under separate cover, I have today written Climb Theatre to request clarification of their intent to
I apply for a premises permit renewal at the Big Ten Supper Club. I have also requested that they
document compliance with trade area spending requirements.
I Independent of this action, the City received (enclosed) a complete premises permit application
package for the same site on December 28, 1995 from North Suburban Youth Association
(NSY A). The application contains two signed leases with Big Ten owner/lessor John Welsch,
I dated December 22, 1995. The leases are allegedly for the time periods from March I, 1996 to
March 31, 1996, and from April I, 1996 to March 31, 1998.
'e Observations
1. As we have discussed, it does not seem appropriate to process the NYSA or any other
I organization's application at this site for Council consideration until the City receives
positive written confirmation that Climb Theatre will not be renewing their premises
permit at Big Ten.
I 2. In light of the prospects of Climb Theatre turning into another "Turners" trade area
spending noncompliance situation and Council comments at the January 2, 1996 meeting,
I it may be appropriate to put any new charitable gambling applications on moritorium
status until recodification of City ordinances dealing with charitable gambling are
completed.
I
I
I
I
f'
I
