<br />1- <br />~ CITY OF ARDEN HILLS <br /> RAMSEY COUNTY <br /> RESOLUTION NO. 96-06 <br /> RESOLUTION SUPPORTING THE RECONSTRUCTION <br />I OF HIGHWAY 96 AND RECOMMENDING CERTAIN . <br /> DESIGN ISSUES TO RAMSEY COUNTY. <br />I WHEREAS, the State of Minnesota turned back Trunk Highway 96 to Ramsey County; and <br />I WHEREAS, a Task Force Committee formed by Ramsey County has determined that Highway <br /> 96 be upgraded; and <br />I WHEREAS, Ramsey County will receive Federal and County State Aid Highway (CSAH) <br /> turnback funds to assist in the upgrade of Highway 96; and <br />I WHEREAS, Ramsey County has requested the affected Cities along the Highway 96 corridor <br /> provide input on their respective segments of the highway and to make <br /> recommendations as to their own needs and preferences; and <br />I WHEREAS, the Arden Hills City Council met on January 29, 1996 to review the proposed <br /> project and consider its recommendations to Ramsey County. <br />.. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, <br /> Minnesota that the following recommendations regarding the upgrade of Highway 96 be <br />I forwarded to Ramsey County: <br /> 1. Council recommends the basic lO foot wide bituminous trail without the additional <br />I amenities such as; concrete edge bands, colored seal coat, rest areas or lighting, unless the <br /> additional amenities are provided at Ramsey County's expense. The trail should connect <br />I to Arden Hills trails where appropriate, would have marked crosswalks at all signalized <br /> intersections, and would meet the accessibility requirements of the American's with <br /> Disabilities Act (ADA). <br />I 2. Council recommends replacing the proposed sidewalk with a IO foot wide bituminous <br /> trail on the north side of the highway at Ramsey County's expense. The north trail would <br />I have one rest area by a yet to be determined entrance to the Twin Cities Army <br /> Ammunition Plant (TCAAP), The trail should connect to Arden Hills trails where <br /> appropriate, would have marked crosswalks at all signalized intersections, and would <br />I meet the accessibility requirements of the American's with Disabilities Act (ADA). <br /> , Council recommends the highest level of landscaping utilizing any and all funds <br /> J, <br />I available. The highest level of landscaping would be at least five percent of the total <br /> project cost or a tree every fifty feet along the median and the boulevards, whichever is <br />if greater. <br />I <br />
