Mayor Probst eontinued that Condition #5 of Resolution No. . 96,06 should include language to add signals when warranted. Mayor Probst questioned whether the language ehanges of Resolution No. 96,06 should be I finalized this evening, or the item be tabled until the next regular meeting. Mr. Stafford indieated it was not neeessary for the Couneil to adopt the Resolution this evening. Mayor Probst requested that Staff forward these eomments to Ramsey County before finalizing, Mr. . Ringwald indieated a summary would be forwarded to the Couneil for review at the next Worksession, . North Suburban Tobacco Compliance Project Mr. Post reviewed for the Couneil that the University of Minnesota, on behalf of the North I Suburban Tobaeeo Complianee Projeet, has requested from the City a letter of interest and support of its attempts to obtain funding to address youth aleohol and tobaeeo sales problems. I Mr. Post eontinued that the attaehed letter deseribes the projeet in more depth, and that the Mayor direeted Staff to investigate the request and provide the Couneil with more information: _I I. The eommunities of Faleon Heights, Maplewood, New Brighton, Roseville, North St. Paul, Shoreview and White Bear Lake have previously been involved in similar efforts and are eonsidering partieipating in this proposal. To date, only I Vadnais Heights and Roseville have committed. Staff did talk to Shoreviewand New Brighton, who indieated their intentions to partieipate, I 2. The letter of support would not eommit the City to any future finaneial eommitments, The City, if it eontinued to partieipate after receipt of the Grant, I may be responsible for the costs of any loeal poliee involvement. If the Grant is reeeived, the City would have the ability to deeide if it wanted to fully participate or not. I Mr. Post eontinued that Staffreeommends the Couneil show support and interest in the projeet by sending the attaehed letter. I Couneilmember Keirn expressed that while it is important to deerease aleohol and tobaeeo sales I among youth, she eannot support the letter as it will put the businesses who sell aleohol and tobaeeo at risk, Councilmember Malone agreed that he eannot support the letter for different reasons, He I indicated that the projeet has been portrayed as a researeh projeet, but, in faet, is not. He also noted that the University has applied for funding twiee for this project and has been denied. .. I
