<br /> Il.-~ '-, <br /> CITY OF ARDEN HILLS <br /> e MEMORANDUM <br /> DATE: January 26, 1996 <br /> TO: M,y" ,nd City Cnnn"l ~ <br /> FROM: Brian Fritsinger, City Administrato ' <br /> SUBJECT: 1996 Street Improvement Project <br /> Background <br />- The Council last reviewed this project when it reviewed the Feasibility Report and scheduled the <br /> Public Hearing. A informational meeting was also held with affected property owners. <br /> As a result of the information meeting, the decision was made to proceed with those streets <br /> identified in Alternate 2 of the Feasibility Report, Alternate 2 was modified slightly as Eide <br /> Circle was added as a 1996 reconstruction project. <br />- Property owners living on two streets included in Alternate 2 have identified some key concerns <br />=- and are expected to be present at the Public Hearing to address those issues. Those streets are <br /> Fernwood Avenue and Oak Avenue. The Oak Avenue residents have provided the City with a <br /> petition opposing the project for a number of reasons, <br />I Kev Issues <br /> 1. Project Cost/Revenues <br />I The City Engineer and Staff have analyzed the project to determine the impact of <br /> Fernwood Avenue being eliminated. A revised cost/funding analysis is attached <br /> to better describe this impact. <br />I With Fernwood Avenue included in the project, the additional MSAS Funds allow <br /> the project to be fully funded, By eliminating Fernwood Avenue, the resulting <br />I loss of MSAS Funds causes an overall project deficit of approximately $50,000. <br /> If the Council elected to eliminate Fernwood Avenue, Staff would suggest <br />I proceeding with the project, utilizing FIR Funds to make up the deficit. The PIR <br /> Fund is the account where any excess MSAS Funds from previous years street <br />I improvement projects reside. The use of these funds would be consistent with <br /> previous Council discussion and action whereby the use of MSAS proceeds is <br /> limited to a break-even on the project, with excess proceeds being available to <br />I assist those projects without MSAS Funds. This approach allows the City to <br /> assess a uniform construction rate for those improvements, <br />Ie <br />I <br />
