<br />I' <br />I CITY OF ARDEN HILLS <br />" MEMORANDUM <br />I DATE: January 25, 1996 <br /> TO: Brian Fritsinger, City Administrator <br />I FROM: Terrance Post, City Accountant (fi;J <br />I SUBJECT: NSY A Charitable Gamblin!!: Premises Permit Application <br /> Background <br />I On December 28, 1995, a representative of the North Suburban Youth Association (NSY A) <br /> submitted two premises pem1it applications for the Big Ten Supper Club, included executed <br /> leases with the owner of the Big Ten Supper Club. <br />I At this time, staff questioned the reasonableness of the applications, as staff was of the <br />I impression that the Climb Theatre organization was seeking to renew a premises permit at the <br /> same location. The NSY A representative then produced a fax copy of a letter from the Climb <br /> gambling manager to the Gambling Control Board indicating that Climb would no longer be <br />Ie conducting gambling at the Big Ten Supper Club. The Climb organization has still not confirmed <br /> this decision to the City of Arden Hills. <br />I Premises Permit Application Processin~ <br /> 1. The City has received and deposited the appropriate application fee from NSY A. <br />I 2. The City has conducted appropriate background checks on NSY A members with <br /> charitable gambling check signing authority and noted nothing unusual. <br />I 3. The organization is an experienced charitable gambling operator that is knowledgeable of <br /> conducting lawful pull tab gambling operations. <br />I 4. The organization has submitted information on its history, recent (1995) report of <br /> contributions and philosophy/mission statement. <br />I 5. Representatives ofNSY A will be in attendance at the January 29, 1996 Council meeting <br /> to answer any questions Council may have regarding their premises permit applications. <br />I Recommendation <br /> Based upon a review of information provided it appears that ordinance application requirements <br />I have been met and staff would recommend that Council consider approving Resolutions No. 96- <br /> 15 and 96-16 at the January 29, 1996 regular Council meeting. <br />f' enclosures <br />I <br />
