CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I <br /> DATE: February 9, 1996 <br />I TO: Brian Fritsinger, City Administrator <br />I FROM: Dwayne Stafford, Public Works Superintendent ~ <br /> SUBJECT: Resolution #96-06, Highway 96 <br />I Backl!Tound <br />I The City Council had previously reviewed Resolution #96-06 supporting the reconstruction of <br /> Highway 96 and recommending certain design changes to Ramsey County. After discussing the <br /> Resolution with Mr. Tolaas, the Project Engineer from Ramsey County, he asked that the City <br />I reword portions of the Resolution to assist his efforts in getting the necessary permits and <br /> funding applications approved. <br />I Specifically, staff clarified its support of the Concept Study through the language in the first BE <br /> IT RESOLVED statement. However, staff wanted to clearly express the concerns for the project <br /> and did so as part of the next section. Other changes made to the Resolution are simply <br />. grammatical. There are still two other issues staff and Ramsey County disagree on. <br />I Issues <br /> Item 6 Staff is uncomfortable leaving the storm sewer costs unfixed and has asked that <br /> the County be responsible for anything over the estimated $272,500. Ramsey <br />I County states this is not possible and requests additional revisions with this item. <br /> Item 7 Staff believes the Arden Hills segments should be scheduled for construction <br />I during 1997 and 1998. It seems natural to start at the busiest end of the roadway <br /> and continue east rather than doing a piecemeal construction project. Also, Arden <br /> Hills wauts to be sure to get their share of Turnback Funds, while the money is <br />I still available, and feels' a need for the Round Lake Road access to be completed <br /> as soon as possible. <br />I Recommendation <br /> Staff recommends approval of the modified Resolution #96-06, Supporting the Highway 96 <br />I Reconstruction Concept Study. This Resolution would then be forwarded to the Ramsey County <br /> Project Engineer. <br />I <br />I. <br />I <br />
