I would <br /> also imagine that our city only received half of the base funding amounts in each of the prior <br />I funding rounds, as we probably were regarded as not having further "needs", <br /> Pcrhaps the only suggestion I can make might be to use a similar fonnula in this legislation, <br />I with the base amount increased in proportion to the total funds allocated. Approximatety <br /> $900,000 was allocated in 1980-1981, which is 18% of the $5 million proposed this year. If <br /> the base amount were increased in proportion to the overall funding level, it would amoWlt to <br />I an $11,000 base grant in 1996 (S2,OOO/18%). Otherwise, I imagine that the needs-based <br /> portions of the fonnula could remain intact. <br />I There is one other suggestion I would make that relates to an area which was part of the 1977 <br /> program but didn't seem to be in the 1980-1981 plan. This was the Special Planning <br /> Problems DiscretlonQl)' Fund, as described on page 10. This was directed toward those areas <br />I that had a ""large existing or proposed metropolitan feature or activity within or near their <br /> boundaries that significantly and demonstrati\'ely increases the costs of preparing or <br /> adopting...their comprehensive pial"..,". I would suggest that such a feature be a part of the <br />.. 1996 funding fonnula in order to deal with major changes in a community's complexion such <br /> as, in the case of Arden Hills, the ars~'tlal property which makes up one-third of our land area. <br /> This land was given cursory consideration in our earlier plans, but will require close scrutiny in <br /> this round. <br />I Thanks again for asking for our input and if we have any further thoughts I'll let you know, <br />.
