<br /> I' ... <br /> I <br /> it MINUTES <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> REGULAR CITY COUNCIL MEETING <br /> JANUARY 29, 1996 <br /> I 7:30 P.M, - NEW BRIGHTON COUNCIL CHAMBERS <br /> I <br /> 1 CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the regular <br /> I City Council meeting at 7:31 p.m. <br /> Present: Mayor Dennis Probst; Councilmembers Beverly Aplikowski, Dale Hicks, <br /> I Paul Malone, Susan Keirn. <br /> Also present were: City Administrator, Brian Fritsinger; City Accountant, Terry Post; <br /> I Public Works Superintendent, Dwayne Stafford; Community Development Director, <br /> Kevin Ringwald; Parks & Recreation Director, Cindy Walsh; City Attorney, Jerry Filla; <br /> City Engineer, Greg Stonehouse; and Recording Secretary, Cathy Sorensen. <br /> Ie ADOPT AGENDA <br /> 1 MOTION: Aplikowski moved and Malone seconded a motion to adopt the agenda for the <br /> January 29, 1996 Regular City Council meeting as presented. The motion carried <br /> I unanimously (5-0). <br /> RESOLUTION NO. 96-13. PUBLIC HEARING. ORDERING THE 1996 <br /> I IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS IN THE <br /> MATTER OF THE 1996 STREET IMPROVEMENT PROJECT <br /> I Brian Fritsinger, City Administrator, verified publication of the public hearing on January 18 and <br /> 25, 1996, and the resident mailing was sent. <br /> I Mayor Probst gave an overview of the public hearing process. <br /> Greg Stonehouse, City Engineer, gave a presentation on the Pavement Management Program <br /> I (PMP), which is the City's method of evaluating and rating pavement maintenance requirements. <br /> Under this program the conditions of streets are rated on a three year rotating basis. He indicated <br /> I it was an objective tool, with the goal being to keep streets in good condition. <br /> Mr. Stonehouse gave a slide presentation explaining in detail PMP, benefits, costs, assessment <br /> ~ policy, curb, gutter and drainage needs, street widths, and photos of various streets throughout <br /> I <br />
