-- ----
I
I CITY OF ARDEN HILLS
I- MEMORANDUM
I DATE: February 15, 1996
TO: Brian Fritsinger, City Administrator
I FROM: Cindy S. Walsh, Parks & Recreation Director OW
I SUBJECT: Valentine Hills Elementary Playstructure
I Background
The Valentine Hills Elementary PTA has approached the City of Arden Hills to contribute
$10,000 towards the purchase of a proposed playground structure at the school. The PT A has
I formed a playground Committee to solicit funds to purchase a $47,000 structure. This new
structure will replace the existing playground structure which is 8-10 years old.
I The Mounds View School District is planning to contribute only to the installation of the
structure, which would amount to up to $7,000 including in-kind services.
-- Parks & Recreation Committee Recommendation
At the January 23,1996 meeting, the Parks & Recreation Committee discussed the PTA's
request for the playground structure donation. The Committee is concerned about the amount of
I the request. They discussed the faet that Arden Hills has projects that need to be finished and
that all play structures in our park system are in need of replacement. The recommended five
year plan shows replacing one old structure with a new one at eaeh park site in our City
I beginning with Perry Park and Hazelnut Park. Thus, the Committee recommended donating up
to $500 towards the project or in-kind service hours. The Committee also questioned where the
I money would come from. Regardless of the source of funding, they concluded that $10,000 was
too much to donate considering the City's need to replace our own play structures.
I Staff Recommendation
In reviewing the request from the PTA, staff has the following concerns:
I While I agree that the school is in need of a new playstructure, I have a few concerns.
1. The structure seems elaborate. The final cost with installation will be approximately
I $54,000.
2. As you know, we are trying to raise funds for the playstructure at Perry Park and begin
replacing our other structures on an annual basis. Would this take precedence over
I structures in our City Parks?
3. The school district is only planning to contribute $7,000 to be used towards the
. installation of the structure, but yet they are asking the City to contribute $10,000.
I
-
