,.~ ...
,
, CITY OF ARDEN HILLS
,. MEMORANDUM
DATE: February 16, 1996
, TO: Brian Fritsinger, City Administrator
, FROM: Dwayne Stafford, Public Works Superintendent
SUBJECT: Old Highway 10 Improvements
I Back!!round
. In late December oflast year the Public Works staff identified a segment of water main, which
has reached the point of needing replacement. After discussing the problem among staff and Mr.
Stonehouse, it was decided to try and get through the winter before any work be done due to
I extra costs and quality of work associated with an emergency type winter job. Attached is the
information provided earlier. Staff has asked that Tim Mayasich and Dan Solar from the Ramsey
County Highway Department attend the February 20,1996 worksession to discuss the County's
I plan and scheduling for Old Highway 10 this coming summer. Staff would also like to explain
our situation to them and agree on a schedule that the City and County are comfortable with.
.. County Improvements
This coming summer Ramsey County plans improvements to Old Highway 10 from County
Road F north to Highway 96. The plan is to remove any bituminous overlay from the existing
I concrete roadway then rubbleize the concrete pavement. (crush into small chunks). After this is
done, the road would be re-surfaced with three layers of bituminous. The roadway would be
widened at this time to a 32 foot width and new shoulders would be constructed. The City of
. Arden Hills could have the shoulders paved as part of the project, however, this would be done at
Arden Hills expense. As of now, it has not been decided on the width of shoulders, but staff has
. estimated the cost of a 6 foot asphalt shoulder on both sides for 7800 feet to be slightly over
$100,000.00.
. Watermain
The 6 inch watermain should be replaced as discussed in the attached memos. The expected cost
of this replacement is approximately $25,000. This money would have to come out of the Water
. Utility Fund or a special assessment could be made to those served by this line.
Sewer Line
, Running parallel to the deteriorated water line needing replacement is an active sewer line. Staff
recommends televising this line to determine its condition prior to replacing the waterline above
it.
I
.e
.
