.
I CITY OF ARDEN HILLS
~
MEMORANDUM
. DATE: February 22, 1996
TO: Brian Fritsinger, City Administrator ~
.
FROM: Cindy Walsh, Parks/Reereation Director D
I SUBJECT: Cooperative Trails Grant Funding
I Background
In April of 1995, Staff applied for a Cooperative Trails Grant sponsored by the Minnesota
Department of Natural Resources. The grant would potentially fund 50% of the project cost.
I The trail segment which funds were applied for, extends from Trunk Highway 96, south to
Briarknoll Drive and west to North Snelling Avenue.
. Arden Hills Mav Receive Grant Funding
Staff has been notified by Dan Collins, supervisor of the DNRlTrails and Waterways Unit
Recreation Services Section, that Arden Hills may be eligible for receiving grant funds. If the
Ie 1996 Legislative Session concurs with the DNR's request for funds, the trail grant submitted by
Arden Hills can be funded.
I There are several prerequisites for final approval that I am working to complete. The passing of
Resolution #96-17, is one of these requirements. The Cooperative Trails Program requires the
. passing of such a Resolution to name a fiscal agent and to clarify that it is partial funding for a
trail project which requires a match from the City.
I Upon successful completion of additional project documentation and Legislation authorizing the
funding of the Cooperative Trails Program, the City of Arden Hills will be eligible to receive
$45,191.50. This amount is 50% of the entire segment previously mentioned, estimated to cost
. $90,383.
Solicitation of Bids CurrentIv in Progress
I The City can continue with the bid solicitation currently in progress. Since the bids were
prepared with alternates, the City has the option of choosing both alternates subject to receiving
. the grant. The remaining segment from Trunk Highway 96, south to Arden Vista Court cul-de-
sac, could be developed in 1997 and still be eligible for Grant funding.
I Recommendation
Staff recommends that Council adopt Resolution #96-17, supporting the trail development
it partially being funded by the DNR Cooperative Trail Program and naming a fiscal agent to tile
Cooperative Trail Grants Program. .
.
