r
.. Property Records and Revenue
I Lou McKenna, Director
845 Government Center West
50 West Kellogg Boulevard Fax: 266-2199
SL. Paul, MN 55102.1696 TIDi: 266.2002
MEMORANDUM
To: commissioner Finley
I commissioner Haigh
commissioner Norgard
Commissioner O'Connor
commissioner Ortega
I Co~~issioner Thomas
Commissioner wedell
Terry Schutten, County !<lanager
I From: Lou McKenna, Director
Date: February 22, 1996
I Subject: 1996 Property Tax Statements
What to Expect
I !<londay, February 26th, all Ramsey County property owners
will begin receiving their 1996 property tax statements.
.. !<lost areas of the county will have modest increases or decreases
in taxes as compared to 1995. !<lore than 65% of the homes in St. Paul
will have percentage tax increases of 0.7% or less. Due largely to
I market value increases, many properties in the Summit Avenue and
Irvine Park areas of St. Paul can expect percentage tax increases
from 9% to 12%.
I Many properties in the St. Anthony School District #282 will have
double digit percentage tax increases due primarily to a 15% increase
in the school district's net levy. !<lany properties in the Maplewood/
I North St. Paul School District #622 and White Bear Lake School District
Jr624 will have tax decreases. However, the tax decreases in School
District #622 will be less than what was shown on the TNT notice
because of a referendum levying additional taxes which was passed in
I November. A portion of the referendum levy is being applied as a
market value based tax (as opposed to a tax capacity based tax) . This
means that a $100,000 home will pay the same amount for the referendum
I levy as a $100,000 commercial property.
Within the next few weeks, the pioneer Press will have an article
comparing tax changes for selected Metro counties. The numbers shown
I in this packet will vary from those shown in the pioneer Press The
pioneer Press uses average values in making their determinations
because this information is also available from other metro counties.
I This packet makes comparisions based on median values for property.
We use the median instead of the average because it gives a better
indication of what is happening on a "typical" home.
t'
(1)
I Minnesota's First Home Rule Connty
prjll~<i un r~'''I,'ICt! p~ver wW'I llnl"llnum at l!)~ po.lst..con,um~r l.'1,lnltnL
@Jt$J
