Walsh, Parks & Recreation Director CS <br />I DATE: March 20, 1996 <br />I Reuuest <br /> Stall would like to request City Council consideration for accepting bids and authorizing <br />I execution of contract in the matter of the 1996 Trail Improvements. <br /> Background <br />I At the January 29,1996 City Council meeting, the City Council authorized bids for the 1996 trail <br /> improvements, The plans and specifications included a priority segment extending from Colleen <br /> Avenue north to the Arden Vista Court cul-de-sac, Two alternate trail segments were also <br />.. included. Alternative A extends from Colleen Avenue south to Briarknoll Drive. Alternative B <br /> begins at Colleen Avenue and extends west to North Snelling Avenue. <br />I Primary Issues to Consider <br /> Possible Grant Funding <br /> As you may recall, in May of 1995, I applied for a Cooperative Trails Grant from the <br />. Minnesota DNR to fund a portion of this trail. The entire trail, which funds were applied <br /> for, would continue north from the Arden Vista cul-de-sac to T,H, 96. Pending <br />. legislative approval, the City of Arden Hills may be eligible to receive $45,191.50 for the <br /> 1996 priority segment, the two alternates, and the northern section. If the City is <br /> awarding the grant, the money must be used by November I, 1997, <br />. Wetland Considerations <br /> Trail development in the McClung Court leg will require the removal and fill of <br />I approximately 960 square feet of wetland, The Rice Creek Watershed District is aware of <br /> this project, their approval is pending. There is some discussion at the legislature to <br /> change the wetland laws. It appcars that the current ban on eliminating any wetland 400 <br />I square feet or larger would be increased to a range of 2,000 to 10,000 square feet. A <br /> change from 400 to 20,000 square feet would allow the trail to be reconstructed without <br /> any mitigation. If the laws do not change, it may be possible to mitigate near the trail or <br />I at Royal Hills Park. <br />~ <br />I <br />
