<br />I <br />I MINUTES <br />{' <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> WORKSESSION <br /> APRIL 15, 1996 <br />I 4:30 P.M. - CITY HALL, PUBLIC WORKS LUNCHROOM <br /> CALL TO ORDER/ROLL CALL <br />I Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the City Council <br /> Worksession at 4:30 p.m. Present: Councilmembers Paul Malone, Dale Hicks; City <br />I Administrator, Brian Fritsinger; Parks & Recreation Director, Cynthia Walsh; Public Works <br /> Superintendent, Dwayne Stafford; City Accountant, Terry Post; and Community Development <br />I Director, Kevin Ringwald. <br /> Council member Susan Keirn arrived at 5:10 p.m. and Councilmember Beverly Aplikowski was <br /> absent. <br />I Roundtable Discussion <br />I a. Committee Reports <br /> Councilmember Hicks updated the Council in regards to the March 21, 1996 Public <br />Ie Safety Committee Meeting. <br /> Community Development Director Ringwald reviewed the actions taken at the April 3, <br />I 1996 Planning Commission Meeting. The Commission is establishing subcommittees to <br /> work on a variety of ordinance changes. The Council was supportive of the use ofa <br /> moratorium if necessary. The Council directed Mr. Ringwald to obtain a legal opinion <br />I from Attorney Filla regarding the ability to deny a request while the ordinance changes <br /> are being developed. <br />I Councilmember Malone briefed the Council about the rebuilding of the ladder truck by <br /> the Lake Johanna Fire Department. <br />I Parks Committee Chairperson, Megan Ricke, requested input into the Perry Park Grand <br /> Opening scheduled for June I, 1996. The City Council supported a transfer of $1000 <br />I from the Community Services Fund to pay for the estimated event expenses. <br /> b. City Issues - Short Term <br />I 1. Watermain Feasibility <br /> Engineer Stonehouse reviewed the watermain feasibility report for the extension <br /> ofwatermain on Old Highway 10. The Council recognized the importance of the <br />I project but wished to proceed only if more than 50% of the impacted neighbors <br /> supported the project. The Council agreed to hold an informational meeting on <br />I- April 29th at 6:30 p.m. <br />I <br />
