<br /> I' <br /> Ie CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> I <br /> DATE: May 28,1996 <br /> I TO: Mayor and City Council <br /> I FROM: Kevin Ringwald, Community Development Director f+.:.- <br /> SUBJECT: Planning Case 96-04, Bethel College, 3900 Bethel Drive _ <br /> I Master Plan amendment - parking lot expansion <br /> I Request <br /> The petitioner is requesting approval of an amendment to their Master Plan to provide for an <br /> expansion to an existing parking lot adjacent to the Seminary Village at the Bethel Campus <br /> I (Exhibit A), The proposal would increase the total number of parking spaces in this parking lot <br /> to 138, from the existing 76 parking spaces. <br /> I Background <br /> Bethel College is currently operating on a Special Use Permit (SUP) which was issued in March <br /> of 1978 in Planning Case 78-5. The Master Plan was last amended in September 8,1980 to <br /> .. allow site plan approval for those requests which were in conformance with the Master PIan. <br /> The current request is an amendment to the approved Master Plan. <br /> I Deadline for Al!ency Actions <br /> The City of Arden Hills received the complete application for this request on April 8, 1996. <br /> I Pursuant to Minnesota State Statute the City must act on this request by Friday, June 7, 1996 (60 <br /> days), unless the City provides the petitioner with written reasons for an additional 60 day review <br /> period. The additional review period would extend to Tuesday, August 6, 1996. The City may <br /> . with the petitioners consent extend the review period beyond the Tuesday, August 6, 1996 date. <br /> Lastly, if the City denies the petitioners request, "... it must state in the writing the reasons for the <br /> I denial at the time that it denies the request." <br /> Recommendation <br /> I The Planning Commission recommends approval of the amendment to the Master Plan, in <br /> Planning Case 96-04, conditioned on: <br /> I 1. Modification of the parking lot design by eliminating the western most parking space on <br /> the southern row of parking; and <br /> 2. Provision of the parking spaces consistent with Exhibit A, page I of 1, as attached to Mr. <br /> I Ringwald's May 8,1996, supplemental memorandum. <br /> it 1 <br /> I <br />
