CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: June 6, 1996 <br />I TO: Brian Fritsinger, City Administrator <br />I FROM: Dwayne Stafford, Public Works Superintendent 2),5 <br /> SUBJECT: Old Snelling/Old Highway 10 Improvements <br />I Back!!round <br />I The portion of Old Highway 10 between Highway 96 and County Road F has been identified for <br /> improvements by the County this summer which include rubblezing the existing pavement and <br /> placing several layers of bituminous overlay. The City will be replacing a segment ofwatermain <br />I and constructing additional watermain within the right-of-way of this roadway prior to the <br /> county improvements. The additional watermain to be installed will be approximately 20 feet <br /> west of the pavement edge. Special care will be needed to protect large pine trees on top of a <br />I steep fifteen foot ridge in one area during watermain construction. <br /> County Proposals <br />-- On May 21, 1996 staff received a letter from Mr. Dan Schacht, Maintenance and Operations <br /> Engineer for Ramsey County proposing paving the above referenced shoulders in conjunction <br /> with the overlay project on Old Highway 10. Mr. Schacht asked that the City execute an <br />I agreement with the County, if the City desires paved shoulders on this segment of Old Highway <br /> 10. <br />I Costs <br /> The estimated cost of paving the approximately 15,300 feet of shoulder to a width of four feet <br />I would be $19,427. Typically the County would pay 25 percent if this cost leaving the City of <br /> Arden Hills to pick up the remaining 75 percent or $14,570. Mr. Stonehouse from MSA believes <br /> Off System - State Aid Funding could be used to cover these costs. <br />I Recommendation from Public WorkslPublic Safety Committee <br /> The Public Works/ Public Safety Committee at its May 16th meeting discussed problems of <br />I bikers, joggers, rollerbladers and walkers in this area. A motion was made, seconded and carried <br /> by a 5-0 vote to ask Council to request the shoulders be paved as part of this project due to safety <br /> concerns in getting the above mentioned traffic off the roadway, <br />I <br />I <br />.. <br />I <br />
