In addition to preparing budget estimates for the 1997 CIP, the following <br /> information is intended to outline the process necessary to proceed with construction in 1997. <br />I The City Council has, for a number of years, supported the construction of a new City Hall <br /> Facility. This support was reaffirmed at the 1996 Council/Department Head Retreat. Council <br /> directed staff to prepare a flow chart/decision tree for this project to assist with the CIP <br />Ie discussions. <br />I Assumntions <br /> In preparing this outline and schedule, staff has made the following assumptions. <br />I 1. TCAAP is the preferred location. <br /> 2. September 30, 1996 is the deadline for proceeding with the TCAAP location. <br /> 3. The City Hall and Public Works projects are separate. <br />I 4. There will be no bonds issued for City Hall. <br /> 5. Sale proceeds from the current property will not be available immediately to assist <br /> with project financing. <br />I Should any of these key assumptions be changed, the flow chart and decision process may <br /> change. Because of this, the information in this report only addresses the project based on the <br />I five assumptions being valid. <br />I <br />I <br />it <br />I <br />
