<br />I' ... <br />I CITY OF ARDEN HILLS <br />I- 1996 ACTION PLAN <br /> METROPOLITAN LIVABLE COMMUNITIES ACT <br /> INTRODUCTION <br />I The City of Arden Hills is a community of approximately 9,200 residents. Arden Hills is located <br /> in the northwestern corner of Ramsey County. The City is generally fully developed, excluding <br /> the Twin Cities Army Ammunition Plant (TCAAP). <br />I The potential for the development of any meaningful number of new residential units lies with <br /> the redevelopment ofTCAAP. To that end, the City of Arden Hills proposed and the <br />I Metropolitan Council accepted that the City's participation in the Local Housing Incentives <br /> Account Program (the Program) be directly linked to the residential component of the <br /> redevelopment of TCAAP. <br />I TIMEFRAME <br />I In 1995 and 1996, the City of Arden Hills has provided key leadership and financial support in <br /> preparing a revised land use plan for TCAAP. The revised land use plan, which has not yet been <br /> completed, is dramatically different than the existing land use plan which was adopted in 1982. <br />I Therefore, the City is electing to participate in the Program and prepare an Action Plan only for <br /> the calendar year of 1996. <br />.. GENERAL HOUSING GOALS <br /> The City of Arden Hills supports: a balanced housing supply, with housing available for people <br /> at all income levels; accommodation of all racial and ethnic groups in the purchase, sale, rental, <br />I and location of housing within the community; provision ofa variety of housing types for people <br /> in all stages of the life-cycle; a community of well-maintained housing and neighborhoods, <br /> including ownership and rental housing; housing development that respects the natural <br />I environment of the community while striving to accommodate the need for a variety of housing <br /> types and costs. <br />I The mutually agreed upon goals for the City (TCAAP) in 1996 are: <br />I Housing Component Goal <br /> Affordability - Ownership 65 percent <br />I Affordability - Rental 38 percent <br /> Life-Cycle - Type (non-single family detached) 27 percent <br />I Life-Cycle - Owner/Renter mix 83/17 percent <br /> Density - Single family detached 1. 8 uni ts/ acre <br />I Density - Multifamily 9 units/acre <br />it <br />I <br />
